Unbonded concrete overlays are generally used to rehabilitate pavements by restoring lost ride and structural capacity. Historically, their design has been conservative (thick) due to the lack of a rational design method. In the summer of 2008, TH 53 near Duluth, MN, was rehabilitated with a thin (5-inch thick) unbonded concrete overlay. The Minnesota Department of Transportation (Mn/DOT) included the TH 53 overlay as part of a research project on thin unbonded concrete overlays. Falling weight deflectometer (FWD) measurements were taken both before and after construction. A short section of the project was instrumented with electronic sensors designed to collect environmental and load response data. The TH 53 test section is currently undergoing thorough evaluations and rigorous testing in accordance with the research project work plan. This report presents the initial baseline testing results, which include: distress survey and mapping, ride quality measurements, and structural testing. A visual distress survey, conducted in April 2009, revealed that approximately 40 transverse cracks have formed in the overlay over the nearly nine mile project length. FWD measurements indicate that the new pavement is providing good structural support.

An unbonded portland cement concrete overlay of concrete pavements (UBOL) is a rehabilitation technique in which the new overlay is isolated from the existing distressed pavement using a separator layer. Typically, a 1-to 2-in asphalt separator layer (or interlayer) is used. Recent innovations in the unbonded overlay technology have led to the adoption of new types of interlayers, such as non-woven geotextile fabric, as well as the use of overlays with joint spacings and layouts that are much shorter than conventional joint spacings. The effect of these design alternatives on the performance of the UBOL cannot be accounted for using currently available design procedures. This report documents the development of a new mechanistic-empirical design procedure for UBOL. It presents the results of laboratory and field studies; the calibration of an advanced structural (Totski) model that better captures the effects of the interlayer and separation between the overlay and the existing pavement; and the development of cracking and faulting performance prediction models for UBOL. The performance prediction models were incorporated into a rudimentary software tool, Pitt UBOL-ME, that can be used for the design and analysis of UBOL. Unlike prior UBOL design procedures, Pitt UBOL-ME can be used to quantify the effect of the performance of the interlayer on the performance of the UBOL and can be used for both conventional and short joint spacings.

As the US Highway system ages and available funding diminishes, transportation agencies are looking for effective methods for preserving and extending the life of existing pavements. These agencies are also being encouraged to minimize construction times and reduce the impact to the traveling public. Currently, the most common method of rehabilitating an existing roadway surface is through an HMA overlay; however, high oil prices have caused designers and agencies to consider other methods. One alternative to the traditional HMA overlay is a concrete overlay. The Iowa Department of Transportation (Iowa DOT) and Iowa counties and cities have completed about 1,000 miles of concrete overlays that are in use and are serving the traveling public today. Despite the completion of hundreds of projects, some agencies are reluctant to use concrete overlays, believing that they are expensive, difficult to build, and have limited application. To address these concerns, the National Concrete Pavement Technology Center at Iowa State University developed a guide document to assist engineers in concrete overlay design and construction. The Guide to Concrete Overlays was published in September 2008 and includes detailed information on evaluating existing pavements as concrete overlay candidates, selecting and designing the appropriate type of concrete overlay, and guidance on concrete overlay construction. Since the publication of this guide, the need has arisen to develop methods to improve concrete overlay efficiency utilizing current technology, investigate innovative materials for use as bond breakers, and reduce the inconvenience to the public with improved methods of traffic control and increased opening time.
