Durante las ultimas cuatro decadas, los gobiernos federales han utilizado los programas sociales como estrategia para erradicar la pobreza. En el presente libro se examina y documenta el desarrollo de la politica social mexicana durante los ultimos cuarenta anos, en el contexto del modelo economico adoptado por las diferentes administraciones, se observa que la estrategia economica ha generado mayor desigualdad entre grupos sociales, regiones geograicas y sectores productivos. Esta situacion ha empeorado con el tiempo porque cada administracion impone una estrategia no solo diferente, sino equivocada para atacar la pobreza. Por esta razon, se revelan los rasgos generales de dichos programas sociales destinados a resolver el problema de la pobreza, los obstaculos en su implementacion y los desafios que enfrentan. Finalmente, el diseno de politicas sociales que enfrenten el tema crucial del combate a la pobreza en nuestro pais cuenta en este trabajo con un analisis del fenomeno que es abordado desde una perspectiva multidisciplinar, concluyendo que estas estrategias solo son compatibles con el modelo economico vigente y no con el abatimiento real de la pobreza.

Drawing on a database of more than one hundred anti-poverty interventions in 47 countries, 'Targeting of Transfers in Developing Countries' provides a general review of experiences with methods used to target interventions in transition and developing countries. Written for policymakers and program managers in developing countries, in donor agencies, and in NGOs who have responsibility for designing interventions that reach the poor, it conveys what targeting options are available, what results can be expected as well as information that will assist in choosing among them and in their implementation. Key messages are: - While targeting 'works' - the median program transfers 25 percent more to the poor than would a universal allocation - targeting performance around the world is highly variable. - Means testing, geographic targeting, and self-selection based on a work requirement are the most robustly progressive methods. Proxy means testing, community-based selection of individuals and demographic targeting to children show good results on average, but with considerable variation. - Demographic targeting to the elderly, community bidding, and self-selection based on consumption show limited potential for good targeting. - There is no single preferred method for all types of programs or all country contexts. Successful targeting depends critically on how a method is implemented. Poverty alleviation is a central aim of economic and social policy, and yet there is no consensus about what poverty means or how it is best measured. Often, the households below an income poverty line are counted as poor, but there may be no firm basis for concentrating on that particular income level. There may also be wide variations among the households below any income poverty line in terms of their actual living standards. This book explores what poverty means in developed countries, and shows that understanding and measuring it requires widening the focus beyond current income. By using broader measures of resources and information on living patterns and concrete indicators of deprivation, it shows how those who are effectively excluded from participation in society due to lack of resources can be more accurately identified, and the processes producing such exclusion better understood.
