La parte mas pobre de la poblacion mundial, nada menos que el 46 %, solo posee el 1,2 % de la renta global. Su poder adquisitivo por persona y dia es insignificante. Y muchos de ellos ni siquiera tienen suficiente comida para sobrevivir. Un tercio de todas las muertes humanas son ocasionadas por causas relacionadas con la pobreza: dieciocho millones al ano, entre las que se incluyen las de doce millones de ninos menores de cinco anos. En el otro extremo, el 15 % de la humanidad perteneciente a las clases mas altas posee el 80 % de la renta global. Dedicar un uno o un dos por ciento de nuestra porcion a la erradicacion de la pobreza parece una obligacion moral. Aun asi, la prosperidad de los mas favorecidos esta provocando un crecimiento de la desigualdad global, aunque la mayoria de los ricos cree que no tiene responsabilidad alguna al respecto. El libro de Pogge pretende explicar por que se mantiene en pie esa creencia. Para ello, analiza la forma en que se han configurado nuestras teorias morales y economicas con el fin de que nos sintamos desvinculados de la pobreza absoluta que subsiste fuera de nuestras fronteras. Y, al disipar esa ilusion, tambien ofrece un criterio modesto y ampliamente compartible de la justicia economica global, elaborando propuestas detalladas y realistas capaces de satisfacerlo.

El Presente libro pretende ser un aporte significativo para la reorientación de las políticas de desarrollo que buscan eliminar la pobreza extrema tanto en el Perú como en el mundo. Tradicionalmente se ha planteado que solo el crecimiento económico sostenido podrá acabar con la pobreza y la pobreza extrema, o al menos disminuirlas. Sin embargo, luego de un estudio y análisis profundo concluimos que las diversas políticas implementadas bajo estos supuestos son falaces ya que el sistema económico actual tiende a concentrar la riqueza, disminuir los puestos de trabajo y, con ello, formentar el desempleo y su corolario; la pobreza. En otras palabras, la pobreza en general y la pobreza extrema en particular no son un resultado accidental de la política económica real y vigente, sino que es consustancial a esta.

Abstract: Bourguignon, Ferreira, and Leite develop a microeconometric method to account for differences across distributions of household income. Going beyond the determination of earnings in labor markets, they also estimate statistical models for occupational choice and for conditional distributions of education, fertility, and nonlabor incomes. The authors import combinations of estimated parameters from these models to simulate counterfactual income distributions. This allows them to decompose differences between functionals of two income distributions (such as inequality or poverty measures) into shares because of differences in the structure of labor market returns (price effects), differences in the occupational structure, and differences in the underlying distribution of assets (endowment effects). The authors apply the method to the differences between the Brazilian income distribution and those of Mexico and the United States, and find that most of Brazil's excess income inequality is due to underlying inequalities in the distribution of two key endowments: access to education and to sources of nonlabor income, mainly pensions.
