A hipótese deste trabalho afirma que há desigualdades de oportunidades reais entre brancos e negros no Brasil, mesmo em condição de pobreza. Para testá-la, foram levantados diversos indicadores de qualidade de vida dos pobres nas regiões metropolitanas de São Paulo e Recife. Os resultados encontrados são comparados aos estudos de desigualdades raciais existentes na literatura. Duas correntes da economia fornecem um instrumental teórico adequado para a interpretação das desigualdades encontradas. De um lado, a economia do bem estar social, tal qual desenvolvida por Amartya Sen, permite umna análise no plano microeconômico da pobreza, entendida como privação de capacidades. De outro lado, para a avaliação dos aspectos macroeconômicos da questão racial, utiliza-se o instrumental da economia política, que tem em sua base uma análise de classe. O trabalho pretende mostrar, além disso, que há mecanismos que atuam no sentido de manter os negros em piores condições de pobreza se comparados aos brancos. Estes mecanismos estão presentes nas diversas esferas da sociedade e constituem uma importante evidência de discriminação racial nas regiões analisadas.

A pobreza e a extrema pobreza no Brasil têm cor, gênero e idade. A proposta desta obra é analisá-las no contexto econômico racializado, tendo como exemplo o Programa Bolsa Família. Na pesquisa constatam-se: a instrumentalização do uso da raça para cumulação sistemática de desvantagens destinada à população negra; um decréscimo da renda dessa população ocasionada pela cor da pele com fulcro no racismo estrutural e, por isso, a necessidade de se pensar em uma política econômica antirracista; o reconhecimento da mulher negra como prioridade estratégica nos desenhos institucionais das políticas públicas para o desenvolvimento social. O tema desta obra justifica-se em razão do imenso abismo entre negros e não negros, a partir da materialidade do racismo refletida nas condições de vida das pessoas. Verifica-se que a pobreza onera mais as pessoas negras e, em especial, a mulher negra, por isso, sinaliza-se o uso de ferramentas metodológicas como a interseccionalidade, aliada à transversalidade e intersetorialidade para o aperfeiçoamento dessas políticas. Al publicar la presente antología, por una parte, pretendemos llenar un vacío en lo que respecta a la presencia de las poetas afrodescendientes, en la producción literaria colombiana, y, por otra, considerar el gran impacto, no sólo regional sino global, por el hecho que en nuestro país, se esté presentando un verdadero florecimiento poético, con una masa crítica de magníficas poetas colombianas, profesionales en su oficio, con una procedencia étnica africana común. Es una demostración más de la riqueza multicultural de Colombia, y de cómo las políticas de educación y participación, aunque limitadas respecto a la mujer, están dando sus frutos. La promoción de este tipo de trabajo poético, al resaltarlo internacionalmente asegura su reconocimiento. Grupos de artistas a quienes su país deja olvidados en su región de origen, tienen poco impacto informático. Son a aquellos a quienes se promueve, con sus valores autóctonos, bien reconocidos, como es el caso de estas mujeres poetas a quienes, entonces, el público admira o rechaza. Aunque en sus poemas y en su obra, su individualidad es bien marcada, proponemos que los poemas de esta antología y los poemarios de donde proceden, representan una revolución rítmica en el actual canon poético, dentro de la diversidad cultural de Colombia. Este es el eje común en toda su poesía. Pero no es nuestra intención actuar de árbitros, sino llevar a los lectores a adquirir, y a leer, ojala en voz alta, los libros y poemas de estas 21 mujeres creadoras afrocolombianas.
