Há 130 anos, os Tribunais de Contas realizam o controle externo no país, com o objetivo de zelar para que o dinheiro público seja devidamente utilizado, afinal, em uma democracia, a fiscalização e prestação das contas públicas são essenciais para que se demonstre que os esforços públicos são do povo, pelo povo e para o povo. A obra apesenta, então, os Tribunais de Contas como instrumentos republicanos, vetores de efetividade e aprimoramento da gestão pública. A partir de um estudo realizado sobre o controle externo exercido pelo TCE/GO nas licitações de Goiás, de 2006 a 2019, examina-se em que medida a atividade dos Tribunais de Contas poderia potencializar a regulação e o crescimento da economia, pelo fomento às MPEs, que é o segmento que mais emprega no país e tem maior influência no PIB, por meio das compras da Administração Pública, uma vez que a licitação é caracterizada como instrumento de fomento e de regulação de mercado, ou seja, um poder. São aplicados testes de hipóteses para se verificar se existe correlação entre a contratação de MPEs pelo Estado de Goiás, o PIB e o número de empregos do Estado, bem como se analisar o cenário das MPEs nas contratações públicas de Goiás e se realizar um diagnóstico de atuação do TCE/GO, por meio de análise de Acórdãos proferidos sobre o tema, sendo apresentados os resultados da investigação de efetividade de política pública voltada ao fomento de MPEs a partir do poder das compras governamentais no Estado de Goiás.
