La importancia de la sociedad civil en la tarea de fortalecer las políticas públicas y la calidad de las instituciones democráticas es algo que suele darse por sentado. Lo que no resulta tan claro, sin embargo, es la definición misma de sociedad civil: ¿cuál es su función en relación con el Estado y con las agrupaciones políticas?, ¿qué rasgos presentan las denominadas "organizaciones de la sociedad civil" y en qué se diferencian, por ejemplo, de las fundaciones o de cualquier otra asociación? ¿Cuáles son sus recursos y cómo difunden sus actividades? Y, acaso lo más relevante, ¿de qué modo estas organizaciones pueden incidir en las políticas públicas? Como punto de partida, este libro asume que las nociones de sociedad civil y de incidencia son complejas y potencialmente equívocas, y que es hora de superar las visiones simplistas que presuponen una polaridad infranqueable entre Estado y sociedad civil y que, por esta razón, ofrecen análisis forzosamente limitados de un polo o del otro. Lejos de idealizar a la sociedad civil concibiéndola como una suma de virtudes, opuesta por naturaleza a las reglas del ámbito político, este texto sostiene que ambos integran un campo de tensiones y cruces, cuyo análisis pone en evidencia las fortalezas y debilidades de la incidencia social. Para dar cuenta de esta complejidad, los autores han optado por una perspectiva crítica y un enfoque plural: la primera parte del libro expone el debate teórico y el marco conceptual sobre el tema, la segunda incluye el relato de experiencias de incidencia política en torno a la pobreza, los derechos humanos, el medio ambiente y la salud sexual y reproductiva, y la tercera pasa revista a los claroscuros de la incidencia política de la sociedad civil. Si bien este libro reúne experiencias y reflexiones surgidas del Programa INICIATIVAS para el fortalecimiento democrático y social, todos los textos aspiran a abrir interrogantes y a impulsar un debate más amplio sobre un tema sin duda controvertido.
