As the 2015 deadline to achieve the United Nations Millennium Development Goals (MDG) rapidly approaches, many countries, including Tanzania, face uncertainty as to whether they will successfully fulfill each Goal and its corresponding indicators in time. Tanzania, as a signatory on the Goals, has implemented many new policies targeted at their achievement; however, large disparities still exist in the areas of girl's education and women's empowerment. Utilizing the framework of a vertical case study analysis 37 participants were interviewed in this qualitative based research study including Members of Parliament, Ministers, District Level Officials, non-Governmental organizations, and women to represent the differing levels of policy distribution in urban and rural areas. Each participant was asked their perception on how policy is created, distributed, and implemented to understand their knowledge of gender policies and their intended purpose. This study revealed inconsistent methods of policy distribution which led to varying perceptions of policy awareness, especially amongst non-governmental organizations and women. Additionally, a missing element emerged which could, if used correctly, have profound effects on gender policies within Tanzania. Participants indicated the inability to provide feedback to the government regarding the effectiveness and impact of policies. If viewed through the lens of critical feminist theory, a framework which seeks to capture data and use it to transform and challenge current social structures to affect meaningful change for women, feedback from women to the government could have a significant, meaningful impact on how policies are created, distributed, and implemented across the country.

Despite policy statements (such as the MDG [Millennium Development Goals], Sustainable Development Goals (SDG), and World Summit on the Information Society's (WSIS) and legal frameworks focusing gender equality in developing countries, the gender divide is still prevalent. Although there is a growing recognition of the role of mobile phones for human development, clear evidence of how mobile internet can be empower women to achieve their development objectives, particularly in rural areas is inadequate. There is a paucity of clear empirical evidence on the nexus between mobile internet, gender empowerment and development in Tanzania; the few available studies have not yielded sufficient evidence to comprehensively explain the phenomena. Few studies have been conducted in Tanzania on role of Information and Communication Technology (ICT) in the rural areas (Chilimo, Ngulube, & Stilwell, 2011; Hassan & Semkwijim, 2011; Lwoga, 2010; Madon et al., 2014; Mpogole, Usangaz, & Tedre, 2008; Myhr, 2011; Sife, 2010). However, these studies have mainly focused on the role of telecenter and mobile phones in poverty reduction and livelihood (Chilimo & Ngulube, 2011; Hassan & Semkwijim, 2011; Lwoga, 2010; Mpogole, Usangaz, Tedre, et al., 2008; Myhr, 2011; Sife, 2010), or role of mobile phones in Human-wildlife conflict (HWC) (Lewis, Baird, & Sorice, 2016) or agriculture (Krone, Schumacher, & Dannenberg, 2014), or intervention-based studies of mobile phones in health (Madon et al., 2014). It was therefore important to assess the role of mobile internet for women empowerment and development in Tanzania.

In July 2020, the United Republic of Tanzania gained the status of a lower-middleincome country. This came after two decades of significant social policy reforms and transformations in the country's economic structures. This paper explores social policy trajectories in Mainland Tanzania with a gender lens, to better understand the contributions of these developments to inclusive development. More precisely, we examine past and current policy developments across the areas of health policy, social protection, and employment policy, and the level, reach, and quality of government social policy delivery to working-age women. The paper draws on a scoping review of diverse secondary materials, including academic publications, government policy documents, relevant statistics, and other types of literature. The findings indicate that despite significant advancements in the legal frameworks and increasingly gender-responsive government policy plans, Tanzanian social policy delivery remains two-tiered, with differences in provisions for women in the formal and informal sectors. Additionally, women continue to be largely overlooked in the broader industrialization and development strategy, which hinders the achievement of inclusive development in Tanzania.
