This text is written with a conviction that public policy is not a value-free subject, and values influence and are influenced by economic realities. The result is a uniquely balanced and very readable text that hooks students. Tackling both the theory and processes of policy-making, the authors do not shrink from controversial issues that come before policy makers, and they present the dichotomy between liberal and conservative issues in policy-making.

The discipline of public administration and public policy is experiencing a renaissance of research in which explicit attention is paid to political insti tutions. This renewed interest in institutions is not simply an extension of the 'classical' paradigm in the study of public administration, which peaked in the 1920s and 1930s, but offers a new orientation on political institutions. While 'classical' institutionalism is known for its focus on the formal stroctures of the executive branch of government, the 'new' institutionalism concentrates on the interaction between political institutions and the behavior of policy makers. This interaction, which until recently was largely neglected in public administration and public policy, forms the basic theme of this volume. To advance the study of political institutions, two rather basic problems need to be addressed: What are institutions and what are adequate ways to analyze them? We briefty discuss both questions, which determine the strocture of this book.

International Policy Perspectives On Improving Learning With Limited Resources written by Carolin Kreber and has been published by Jossey-Bass this book supported file pdf, txt, epub, kindle and other format this book has been release on 2006-05-12 with Education categories.

This volume brings together an impressive group of higher education specialists from nine countries who discuss the higher education policy perspectives from their respective nationalities, in particular, policies aimed at enhancing the quality of university teaching and learning. As higher education institutions experience a decline in government funding, they face growing pressure to demonstrate their legitimacy and purpose. Although participation in higher education internationally has widened as a result of national policies ensuring greater access, higher education institutions today compete within a common global market for staff, students, graduates, and alternative sources of income. The intent of the volume is to offer much-needed documentation of policy approaches taken in a number countries but also an analysis of why certain approaches are more effective than others, why some fail, or perhaps most important, why some are effective and feasible in one country but not in another. International Policy Perspectives on Improving Learning with Limited Resources is the 133rd issue of the quarterly journal New Directions for Higher Education, published by Jossey-Bass.

Assemblage, Enactment, and Agency offers an exploration of the emerging shift in policy research towards the notion of policy enactment, namely, the creative recontextualization and translation of policy ideas into social realities by policy actors in education. Bringing together recent work on the intersections between assemblages, enactments, and agencies in educational policy analysis, the authors call attention to issues of subjectivity, practice, power, and relationality as they offer critical perspectives that challenge linear/instrumentalist views of policy processes. In doing so, they not only interrogate conventional understandings of policy design, implementation, and evaluation, they also recognize the role of agency, interpretation, sense-making, translation, embodiment, and meaning throughout policy processes. They also explore the contested nature of policy, situating educational policies as sites of conflict and negotiation between actors, highlighting the uncertainty, fragility and instability of policy work. By offering a non-linear and heterogeneous account of education policy, the collection furthers contemporary conversations on the nature and goals of education reform. This book was originally published as a special issue of Discourse: Studies in the Cultural Politics of Education.
