Volumul Politica navală postbelică a României (1944-1958) reprezintă o deosebit de valoroasă contribuţie ştiinţifică în domeniu, fiind prima tratare unitară în istoriografia românească a acestei teme, corespunzător perioadei alese. Autorul a abordat, în baza cercetării unei extrem de bogate literaturi de specialitate şi a unor studii intense în arhivele militare şi diplomatice naţionale, o problemă de cel mai mare interes, adeseori abordată de istorici, dar, de regulă, arareori aprofundată. Autorul realizează în fapt o sinteză înglobând toate aspectele fundamentale ale temei cercetate. Volumul îmbină armonios analiza cu sinteza ori integrează natural istoria naţională în cea universală, iar aceasta cu referire la o problemă şi o perioadă complicate ale istoriei contemporane europene - declanşarea şi intensificarea ,,războiului rece” în urma conflagraţiei secolului din 1939-1945, iar, în conexiune, istoria Marinei Române. Un avantaj excepţional al lucrării se desprinde din eforturile, pline de succes, ale cercetătorului de a aborda concomitent, în ansamblu şi în detaliu, problematica investigată prin reliefarea intercondiţionării factorilor politici (geopolitici) cu cel economic şi militar, în strânsă corelaţie cu evoluţia reglementărilor juridice şi a relaţiilor internaţionale. Drept rezultat, autorul a luat în consideraţie ori a urmărit multiple realităţi, evoluţii, fenomene şi aspecte - contextul geopolitic, politica oficială a Bucureştilor, diplomaţia, tratatele de pace şi convenţiile internaţionale, regimul de ocupaţie al României de la 1944 la 1958, regimul juridic de navigaţie pe Dunăre şi în Marea Neagră, efectele aderării României la Tratatul de la Varşovia, iar, ca efect şi întruchipare, politica navală a României, în ansamblul şi dinamica sa. Cum era şi firesc, în lucrare se întâlnesc detalii - cele mai multe inedite, bazându-se pe surse de arhivă - referitoare la aspectele ,,specifice” perioadei tratate care a coincis cu comunizarea României şi dominaţia sovietică totală (inclusiv ori mai ales în domeniul Forţelor Navale) asupra României. Dintre aceste aspecte, reţin atenţia: situaţia Marinei Române, mai precis drama ei imediat după 23 august 1944; capturile Armatei Roşii în domeniul flotei militare şi comerciale, apoi retrocedările parţiale de nave româneşti; reformarea şi epurarea în domeniul Forţelor Maritime Militare sub regimul dr. Petru Groza; ,,noua” doctrină navală şi instruirea forţelor; politizarea, implicarea P.C.R. în restructurarea flotei; reorganizarea flotei comerciale (crearea SOVROMTRANSPORT şi SOVROMNAVAL); aspectele integrării României în structurile Tratatului de la Varşovia etc. Unele probleme privesc relaţiile internaţionale, domeniu din care reţinem cu prioritate: clauzele referitoare la Forţele Maritime Militare şi Marina Comercială a României inserate în documentele Convenţiei de Armistiţiu din 1944, în Tratatul de Pace de la Paris din 1947, regimul navigaţiei pe Dunăre şi în Marea Neagră în documentele Convenţiei de la Belgrad din 1948, istoricul şi statutul actual al Insulei Şerpilor.
