Political Culture and Conflict Resolution in the Arab MIddle East develops a method for examining the explanatory capacity of political culture in relation to the issues of civil war and conflict resolution in Lebanon and Algeria. How perception, shaped by values and assumptions, affects political behaviour presents scholars with potentially valuable but also dangerous possibilities. Namely, seeking to explore the explanatory capacity of the nebulous concept of political culture can prospectively lead to the cul de sacs of essentialism or relativism. In an attempt to engage with the concept of political culture, this book develops a method for examining the explanatory capacity of political culture in relation to the issues of civil war and conflict resolution in Lebanon and Algeria. Applying strict limits on the implementation of political culture in an explanatory capacity, namely its role as a secondary, relational and comparative concept, this book demonstrates how political culture operates to shape the form and affect the legitimacy of conflict resolution processes. This is applied to two peace agreements, Lebanon's Taef Agreement and Algeria's Civil Concord. Here. the importance of 'contextuality' is emphasised in developing a space where political culture can provide explanatory capacity whilst remaining connected to 'macro' theoretical concepts.

This book examines Arab approaches to mediation, negotiation and settlement of political disputes. This book proposes that two clusters of independent variables are potentially responsible for the distinctive nature of Arab conflict resolution. Firstly, those linked with Arab political regimes and imperatives, and secondly those linked with Arab and /or Islamic culture. The text also focuses on the Arab League and its history of involvement in crisis and conflict situations, along with the roles of individual leaders, emissaries and extra-regional actors such as IGOs (Inter-Governmental Organisations) in undertaking mediation initiatives. IGO and Arab League activity has taken on new importance since the various intervention attempts in connection with the 'Arab Spring' since 2011. During the negotiation process, most Arab regimes tend to view conflicts within a broad historical context and Islamic culture prioritises the cohesion of the community and internal stability of the state over individual autonomy. This has created an authoritarian style of leadership, and in practice, leaders in the Middle East have had near absolute authority in the decision-making process—a fact which will have a lot of weight in conflict management and whether peace will endure for a long period of time. This book is unique in studying these clusters through comparative systematic case study analysis of events prior to and subsequent to the 'Arab Spring', augmented by a quantitative analysis of sample data on Arab disputes, compiled from a larger and newly augmented study comprising the years 1945-2000. Complementary data from the Uppsala Conflict Data Program’s (UCDP) data base of armed conflicts since 1975 is also utilized. This book will be of much interest to students of conflict resolution, peace and conflict studies, Middle Eastern politics and IR in general.

The question of whether Islam is compatible with democracy may best be answered not from the classical sources or even from the cauldron of Middle East politics but from the lived experiences of Muslim communities around the world. This historical study of international Middle East politics in regional perspective presents a comprehensive analysis of the interplay between inter-Arab politics and the conflict with Israel—the two key issues which have shaped the Middle East contemporary history (and made it simultaneously tumultuous and a focus of international affairs). The Decline of the Arab-Israeli Conflict addresses the changing political behavior of the regional Arab system in the Palestine conflict, from total enmity to negotiated peace with Israel. This change is explained as a reflection of state formation process and constant thrust of ruling elites to disengage from compelling supra-state commitments stemming from Pan-Arab nationalist ideology and Islamic political culture. The book scrutinizes the role of Arab summit conferences which, since 1964, became the main collective Arab institution for decision making on common core issues—foremost of which was the conflict with Israel. The summits' main role was to legitimize incremental departure from the overburdening Palestine conflict whose powerful collective symbolism threatened states' autonomy. Summits' consensus sanctioned shifts from hitherto established collective Arab norms toward Israel as well as on inter-Arab relations, in accordance with core actors' interests. The summits offer a view to the Arab regional system's evolution as a negotiated inter-state order based on mutual recognition of sovereign states as opposed to compulsive collectivism in the name of Pan-Arabism. They were, in fact, a manipulation of the regional Arab system by primary participants' coalitions through employment of financial, ideological, and political trade-offs to resolve inter-Arab differences and reach a consensus on redefined collective goals.
