How can we explain the over-exploitation and degradation of natural resources in the countries of the South? Population growth, poverty and problems associated with common property resource management have been common themes in this debate, yet insufficient attention has been paid to how traditional political relations and local perceptions affect natural resource capture and resource allocation. This is especially evident with respect to groups and communities at the political and geographical peripheries of state influence and control for whom self-identity is constructed around notions of autonomy and food self-sufficiency. This informative book addresses this omission by discussing water resource allocation and management. It focuses in particular on the socio-economic and political contexts which influence approaches to and determine practices of water management. Taking the example of the tribal communities of the Sa’dah basin in the northern Yemen, it analyzes the politics of environmental change, with particular reference to groundwater resource degradation, within the conceptual framework of political ecology .

This edited volume explores how a feminist political ecology framework can bring fresh insights to the study of rural and urban livelihoods dependent on vulnerable rivers, lakes, watersheds, wetlands and coastal environments. Bringing together a multidisciplinary set of scholars and diverse case studies from across the globe, this book explores the management, governance, and understandings around water, a key element in the assemblage of hydrosocial territories. Hydrosocial territories are spatial configurations of people, institutions, water flows, hydraulic technology and the biophysical environment that revolve around the control of water. Territorial politics finds expression in encounters of diverse actors with divergent spatial and political–geographical interests; as a result, water (in)justice and (in)equity are embedded in these socio-ecological contexts. The territory-building projections and strategies compete, superimpose and align to strengthen specific water-control claims of various interests. As a result, actors continuously recompose the territory’s hydraulic grid, cultural reference frames, and political–economic relationships. Using a political ecology focus, the different contributions to this book explore territorial struggles, demonstrating that these contestations are not merely skirmishes over natural resources, but battles over meaning, norms, knowledge, identity, authority and discourses. Biopolitics refers to a form of politics concerned with administering and regulating the conditions of life at an aggregated level of populations. This book provides a biopolitical perspective on water governance and its effects. It draws on the work of Foucault to explore how notions of scarcity are used in strategies of governance and how such governance differentiates between different populations. Furthermore, the author investigates what such biopolitical regulation means for people’s lifestyles and the way they understand themselves and their moral responsibilities as humans, individuals and citizens. The book begins by investigating the global water agenda, with a particular emphasis on its focus on water for basic needs, and provides different examples of hydromentalities around the world. It also presents rich empirical details of one local case in South Africa. By carefully exploring the water 'stories' of water users, the book provides new perspectives on the relationship between water and power. Additionally, it offers an innovative methodological framework through which we can study the workings of governance more generally, and water governance specifically. It thereby contributes to the scholarship on water governance in relation to how water governance and technologies are part of producing subjectivities, notions of life and lifestyles and, more specifically, how the global water agenda can work so as to produce, or further entrench, distinctions between different lives and lifestyles. Ultimately, such differences between individuals and populations that are produced as an effect of water governance are assessed in relation to social sustainability.
