The arrival of postindustrial society has transformed the traditional bases of national power, and thus the methods used to measure the relative power of nations should be reassessed as well. Appreciating the true basis of national power requires not merely a meticulous detailing of visible military assets but also a scrutiny of larger capabilities embodied in such variables as the aptitude for innovation, the soundness of social institutions, and the quality of the knowledge base--all of which may bear upon a country's capacity to produce the one element still fundamental to international politics: effective military power. The authors reconfigure the notion of national power to accommodate a wider understanding of capability, advancing a conceptual framework that measures three distinct areas--national resources, national performance, and military capability--to help the intelligence community develop a better evaluation of a country's national power. For decades, North American cities racked by deindustrialization and population loss have followed one primary path in their attempts at revitalization: a focus on economic growth in downtown and business areas. Neighborhoods, meanwhile, have often been left severely underserved. There are, however, signs of change. This collection of studies by a distinguished group of political scientists and urban planning scholars offers a rich analysis of the scope, potential, and ramifications of a shift still in progress. Focusing on neighborhoods in six cities—Baltimore, Chicago, Denver, Los Angeles, Phoenix, and Toronto—the authors show how key players, including politicians and philanthropic organizations, are beginning to see economic growth and neighborhood improvement as complementary goals. The heads of universities and hospitals in central locations also find themselves facing newly defined realities, adding to the fluidity of a new political landscape even as structural inequalities exert a continuing influence. While not denying the hurdles that community revitalization still faces, the contributors ultimately put forth a strong case that a more hospitable local milieu can be created for making neighborhood policy. What prevents cities whose economies have been devastated by the flight of human and monetary capital from returning to self-sufficiency? Looking at the cumulative effects of urban decline in the classic post-industrial city of Camden, New Jersey, historian Howard Gillette, Jr., probes the interaction of politics, economic restructuring, and racial bias to evaluate contemporary efforts at revitalization. In a sweeping analysis, Gillette identifies a number of related factors to explain this phenomenon, including the corrosive effects of concentrated poverty, environmental injustice, and a political bias that favors suburban amenity over urban reconstruction. Challenging popular perceptions that poor people are responsible for the untenable living conditions in which they find themselves, Gillette reveals how the effects of political decisions made over the past half century have combined with structural inequities to sustain and prolong a city's impoverishment. Even the most admirable efforts to rebuild neighborhoods through community development and the reinvention of downtowns as tourist destinations are inadequate solutions, Gillette argues. He maintains that only a concerted regional planning response—in which a city and suburbs cooperate—is capable of achieving true revitalization. Though such a response is mandated in Camden as part of an unprecedented state intervention, its success is still not assured, given the legacy of outside antagonism to the city and its residents. Chinese residential communities are places of intense governing and an arena of active political engagement between state and society. In The Government Next Door, Luigi Tomba investigates how the goals of a government consolidated in a distant authority materialize in citizens’ everyday lives. Chinese neighborhoods reveal much about the changing nature of governing practices in the country. Government action is driven by the need to preserve social and political stability, but such priorities must adapt to the progressive privatization of urban residential space and an increasingly complex set of societal forces. Tomba’s vivid ethnographic accounts of neighborhood life and politics in Beijing, Shenyang, and Chengdu depict how such local "translation" of government priorities takes place. Tomba reveals how different clusters of residential space are governed more or less intensely depending on the residents’ social status; how disgruntled communities with high unemployment are still managed with the pastoral strategies typical of the socialist tradition, while high-income neighbors are allowed greater autonomy in exchange for a greater concern for social order. Conflicts are contained by the gated structures of the neighborhoods to prevent systemic challenges to the government, and middle-class lifestyles have become exemplars of a new, responsible form of citizenship. At times of conflict and in daily interactions, the penetration of the state discourse about social stability becomes clear.
