The 1999 Helsinki Summit marks one of the most momentous events in Turkish political history. The declaration of Turkey as an official candidate country for the EU in 1999 helped the EU to make a profound impact on the modernization of Turkish politics, as since then, Turkey's domestic politics have been approached by the EU not as an external issue but as an area of concern which needs to be closely scrutinized. This study seeks to shed light on what domestic factors in Turkish politics -i.e. political parties, civil society, political tradition and culture and the military establishment mediated the democratisation requirements laid out by the Copenhagen political criteria and what impacts the Copenhagen political criteria have had on Turkish politics since 1999, in the post-Helsinki era. In doing this, based on Europeanization studies, the study employs a conceptual framework comprising three-steps; Europeanization, goodness of fit and mediating factors. The study is believed to be particularly useful to academics and students of Turkish politics who would like to have more insight into the recent EU reforms in Turkish politics.

This book discusses the Europeanization of Turkish public administration since the early 2000s, offering an analysis of the transformation and basic features and problems of Turkish public administration in relation to the EU accession process. The book consists of six chapters and a conclusion. The first chapter sets the stage by evaluating the public administration reforms in Turkey from the perspective of Europeanization and the European Administrative Space (EAS). The second chapter discusses the administrative procedures based on the European Union’s Charter of Fundamental Rights, and explains the EU’s relationship with accountable government and democracy. The third and fourth chapters examine the steps taken to improve civic participation in decision-making processes, and assess local governance reforms in Turkey with reference to Europeanization processes and the “policy windows” approach developed by Kingdon. The Turkish experience in constitution-making can be described as a series of missed opportunities to create political institutions based on broad consensus. None of the three republican constitutions (those of 1924, 1961, and 1982), nor the Ottoman Constitution of 1876 was written by a Constituent or a Legislative Assembly broadly representative of social forces or through a process of negotiations, bargaining, and compromise. Consequently, they all had weak political legitimacy. No doubt, the prospects of EU membership provided a powerful stimulus for these constitutional reforms as well as the nine harmonization packages. With these reforms, Turkey has sufficiently satisfied the Copenhagen political criteria and started accession negotiations with the EU. It would be wrong to assume, however, that these reforms were simply an outcome of Turkey's desire to join the EU. They also responded to the society's demands for a more democratic and liberal political system. Book jacket.
