The confluence of global climate change, growing levels of energy consumption and rapid urbanization has led the international policy community to regard urban responses to climate change as ‘an urgent agenda’ (World Bank 2010). The contribution of cities to rising levels of greenhouse gas emissions coupled with concerns about the vulnerability of urban places and communities to the impacts of climate change have led to a relatively recent and rapidly proliferating interest amongst both academic and policy communities in how cities might be able to respond to mitigation and adaptation. Attention has focused on the potential for municipal authorities to develop policy and plans that can address these twin issues, and the challenges of capacity, resource and politics that have been encountered. While this literature has captured some of the essential means through which the urban response to climate change is being forged, is that it has failed to take account of the multiple sites and spaces of climate change response that are emerging in cities ‘off-plan’. An Urban Politics of Climate Change provides the first account of urban responses to climate change that moves beyond the boundary of municipal institutions to critically examine the governing of climate change in the city as a matter of both public and private authority, and to engage with the ways in which this is bound up with the politics and practices of urban infrastructure. The book draws on cases from multiple cities in both developed and emerging economies to providing new insight into the potential and limitations of urban responses to climate change, as well as new conceptual direction for our understanding of the politics of environmental governance.

The international framework for a climate change agreement is up for review as the initial Kyoto period to 2012 comes to an end. Though there has been much enthusiasm from political and environmental groups, the underlying economics and politics remain highly controversial. This book takes a cool headed look at the critical roadblocks to agreement, examining the economics of climate change, the incentives of the main players (the US, EU, China) and examines the policies governments can put in place to reduce greenhouse gas emissions, and ultimately shift our economies onto a low-carbon path. The volume brings together leading climate change policy experts to set out the economic analysis and the nature of the negotiations at Copenhagen and beyond. In addition to reviewing the main issues discussed above, a number of the articles question the basis of much of the climate change consensus, and debate the Stern Report's main findings. The book is in four parts. Following an overview of the main issues, the first part is a reassessment of the economics of climate change. This is fundamental to the rest of the volume, and it contains new material which goes well beyond what might be called the new conventional wisdom. The second part looks at the geography of the costs and benefits of climate change - the very different perspectives of Africa, China, the US and Europe. These chapters provide a building block to considering the prospects for a new global agreement - the very different interests that will have to be reconciled at Copenhagen and beyond. The third part looks at policy instruments at the global level (whereas much of the literature to date is nationally and regionally based). Trading and R&D feature in the chapters, but so too do more radical unilateral options, including geo-engineering. Comparative case studies and analyses of the influence of domestic politics on countries' climate change policies and Kyoto ratification decisions. Climate change represents a “tragedy of the commons” on a global scale, requiring the cooperation of nations that do not necessarily put the Earth's well-being above their own national interests. And yet international efforts to address global warming have met with some success; the Kyoto Protocol, in which industrialized countries committed to reducing their collective emissions, took effect in 2005 (although without the participation of the United States). Reversing the lens used by previous scholarship on the topic, Global Commons, Domestic Decisions explains international action on climate change from the perspective of countries' domestic politics. In an effort to understand both what progress has been made and why it has been so limited, experts in comparative politics look at the experience of seven jurisdictions in deciding whether or not to ratify the Kyoto Protocol and to pursue national climate change mitigation policies. By analyzing the domestic politics and international positions of the United States, Australia, Russia, China, the European Union, Japan, and Canada, the authors demonstrate clearly that decisions about global policies are often made locally, in the context of electoral and political incentives, the normative commitments of policymakers, and domestic political institutions. Although the science of climate change is well-established and there are well-known policy instruments that could significantly reduce greenhouse gas (GHG) emissions without prohibitive economic costs, political obstacles to more determined action remain despite heightened concern among mainstream politicians and the public. This book analyses the political dynamics of climate policy in affluent democracies from a number of different theoretical angles in order to improve our understanding of which political strategies would be likely to enable national governments to make deep cuts in GHG emissions while avoiding significant political damage. The authors argue that different conceptual and logical theories highlight different features of political situations. Describing the politics of climate policy in this way will result in different conceptual, logical views of this phenomenon. And to some extent the inferences drawn from such differing views about the nature of political obstacles to more vigorous action on climate change - and the best ways of overcoming them - will also be different. Singly and together, these analyses reveal a more detailed, nuanced view of the political options open to activist governments.
