Peace By Design written by Dawn Brancati and has been published by OUP Oxford this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010-12-23 with Political Science categories.

Why does political decentralization seem reduce intrastate conflict more in some countries than in others? This question constitutes the central focus of Peace by Design. Brancati argues that the ability of decentralization to reduce intrastate conflict hinges on the electoral strength of regional parties. According to Brancati, regional parties tend to promote intrastate conflict by creating regional identities, advocating legislation harmful to other regions and regional minorities, and mobilizing groups to engage in conflict or supporting extremist organizations that do. Brancati also highlights a number of conditions under which regional parties are more likely to promote conflict, such as democratic transitions. Brancati further argues that decentralization increases the strength of regional parties depending on particular features of decentralization (i.e., the proportion of legislative seats a region possesses, the number of regional legislatures in a country, the upper house election procedures, the sequencing of national and regional elections). These features of decentralization vary across countries and are fundamental to explaining why decentralization is not effective in reducing conflict in all countries. Brancati's ultimate conclusion is that decentralization can be effectively designed to promote peace, as long as it is designed to encourage statewide parties to incorporate regional parties into their agendas and to limit the strength of regional parties. The author provides compelling evidence for her argument through three detailed cases studies (e.g., Czechoslovakia, Spain, and India) and a rigorous quantitative analysis in which she introduces a new dataset on constituency-level elections that will prove an invaluable resource for many future studies.

In 1999, Indonesia embarked on a reform of regional governance that brings self-governance to rural districts and municipalities, i.e., the administrative and democratic capacity needed to apply basic services like healthcare, national legislation and environment policies. This edited volume is the first book, which not only deals with the 1999 legislation but also shows how the deficiencies and contradictions of this legislation reduced implementation between 2001 and 2004 to a try-out. The book also discusses the adaptations that were the focus of the debate on the revision of the 1999 legislation that resulted in the 2004 update legislation and the amendment of the 1945 Constitution. Anthropological case studies of five provinces complement and deepen the findings of the more general survey reports.

This volume queries the state and effect of the global decentralization movement through the study of natural resource decentralizations in Africa, Asia and Latin America. The case studies presented here use a comparative framework to characterize the degree to which natural resource decentralizations can be said to be taking place and, where possible, to measure their social and environmental consequences. In general, the cases show that threats to national-level interests are producing resistance that is fettering the struggle for reform.

Indonesia is currently facing some severe challenges, both in political affairs and in economic management. One of these challenges is the recently enacted decentralization program, now well underway, which promises to have some wide-ranging consequences. This edited volume presents original papers, written by a select group of widely recognized and distinguished scholars, that take a hard, objective look at the many effects of decentralization on economic and political issues in Indonesia. There are many questions about this program: how will it be implemented, is there capacity at the local level to implement its reforms, is there sufficient local political accountability to make it work, and how will the decentralization affect the broader program of economic growth and stabilization? Topics covered include: the historical and political dimensions of decentralization, its macroeconomic effects, its effects on poverty alleviation, the assignment of expenditure and revenue functions across levels of government, the design of transfers, the role of natural resource taxation and the effects of local government borrowing. An authoritative, comprehensive collection, Reforming Intergovernmental Fiscal Relations and the Rebuilding of Indonesia will be of interest to economists and policy makers as well as students of public finance, development, and Asian economics.

Global Stability Through Decentralization written by Peter A. Wilderer and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015-12-11 with Science categories.

The authors of this book, who represent a broad range of scientific disciplines, discuss the issue of centralized versus decentralized control and regulation in the context of sustainable development. The stability and resilience of complex technical, economic, societal and political systems are commonly assumed to be highly dependent on the effectiveness of sophisticated, mainly centralized regulation and control systems and governance structures, respectively. In nature, however, life is mainly self-regulated by widespread, mainly DNA-encoded control mechanisms. The fact that life has endured for more than 2.4 billion years suggests that, for man-made systems, decentralized control concepts are superior to centralized ones. The authors discuss benefits and drawbacks of both approaches to achieving sustainability, providing valuable information for students and professional decision makers alike.
