Taking a social science approach, this book explores the governance of sustainable seafood, which is fundamental to food and nutrition security as well as being an important source of income and employment in many regions. Due to the importance of protein and other fishery and aquaculture by-products, many wild fisheries are coming under pressure, and this increasing demand has created a strong driver to expand aquaculture. As a result, the social and environmental sustainability of these production systems have come into question. The authors of the book explore the governance of sustainable seafood, taking into account the rise of social movements through environmental non-governmental organisations, the nature and perceived limits of government regulation within and beyond the state, and the promise of market-based approaches to governance such as ecolabelling. The book focuses on how concern over sustainable seafood has been translated into different current forms of governance. It then assesses what alternative governance approaches are starting to emerge that combine movements, states and markets for sustainable seafood production and consumption, and their effects. The book concludes with a vision for the future through key principles for evaluating the collective impact of governing sustainable seafood. This conference brought together an international group of fisheries economists from academia, business, government, and inter-governmentalagencies, to consider a coordinated project to build an econometric model of the world trade in groundfish. A number of the conference participants had just spent up to six weeks at Memorial University of Newfoundland working and preparing papers on the project. This volume presents the papers that these scholars produced, plus additional papers prepared by other conference participants. In addition, various lectures and discussionswhich were transcribed from tapes made of the proceedings are included. The introductory essay explains the genesis of the conference, describes the approach taken to modelling the groundfish trade, very briefly summarizes the technical papers, and describes future plans. The project is continuing as planned, and a second conference was held in St. John's in August 1990. The conference was a NATO Advanced Research Workshop and we wish to thank the ScientificAffairs Division ofNATO for their financial support. Government management of fisheries has been little short of disastrous. In many regions, valuable fish stocks have collapsed as a result of overfishing. Ill-conceived regulation also means that every year millions of tons of edible fish are thrown back dead into the sea. While an absence of established property rights means that wild fish are vulnerable to overfishing, the problem is greatly exacerbated by large subsidies. State intervention has created significant overcapacity in the industry and undermined the economic feedback mechanisms that help to protect stocks. This short book sets out a range of policy options to improve outcomes. As well as ending counterproductive subsidies, these include community-based management of coastal zones and the introduction of individual transferable quotas. The analysis is particularly relevant to the UK as it begins the process of withdrawal from the European Union. After decades of mismanagement under the Common Fisheries Policy, Brexit represents a major opportunity to adopt an economically rational approach that benefits the fishing industry, taxpayers and consumers.
