This book highlights the gains that a citizenship approach offers to the study of democracy in Indonesia, demonstrating that the struggle for citizenship and the historical development of democracy in the country are closely interwoven. The book arises from a research agenda aiming to help Indonesia’s democracy activists by unpacking citizenship as it is produced and practiced through movements against injustice, taking the shape of struggles by people at grassroots levels for cultural recognition, social and economic injustice, and popular representation. Such struggles in Indonesia have engaged with the state through both discursive and non-discursive processes. The authors show that while the state is the common focal point, these struggles are fragmented across different sectors and subject positions. The authors thus propose that developing chains of solidarity is highly important to motivating a democracy that not only has sovereign control over public affairs, but also robust channels and organisations for political representation. In advocating the development of transformative agendas, organisations, and strategies as an important need, and an enduring challenge, for the realization of citizenship, this book is timely and relevant to the study of contemporary Indonesia's socio-political landscape. Since independence in 1965 Singapore has strengthened its own national identity through a conscious process of nation-building and promoting the active role of the citizen within society. Singapore is a state that has firmly rejected welfarism but whose political leaders have maintained that collective values, instead of those of autonomous individuals, are essential to its very survival. The book begins by examining basic concepts of citizenship, nationality and the state in the context of Singapore's arrival at independence. The theme of nation-building is explored and how the creation of a national identity, through building new institutions, has been a central feature of political and social life in Singapore. Of great importance has been education, and a system of multilingual education that is part of a broader government strategy of multiculturalism and multiracialism; both have served the purpose of building a new national identity. Argumen utama buku ini adalah bahwa kewargaan dibentuk dan dipraktikkan melalui serangkaian gerakan melawan ketidakadilan. Gerakan-gerakan ini berupa serangkaian perjuangan—oleh rakyat di level akar rumput dan kelas menengah beserta organisasi perwakilan dan para aktivisnya—untuk pengakuan kultural, keadilan ekonomi dan sosial, serta representasi politik. Perjuangan ini secara umum berujung pada keterlibatan mereka dengan negara melalui proses-proses diskursif dan non-diskursif. Kendati negara menjadi simpul yang utama, perjuangan-perjuangan ini seringkali masih tercerai-berai, baik antar-sektor maupun posisi-posisi subjek. Membangun rantai solidaritas antar-fragmen perjuangan tersebut sangatlah penting, namun upaya-upaya yang dilakukan selama ini masih belum memenuhi harapan. Karakter dan fragmentasi gerakan rakyat tersebut mencerminkan keberagaman ketidakadilan dan posisi-posisi subjek dalam masyarakat, yang pada saat bersamaan juga dipengaruhi oleh dinamika politik. Perjuangan kewargaan dan sejarah perkembangan demokrasi di Indonesia berkaitan satu sama lain. Ketidakmampuan untuk menjembatani fragmentasi antar-perjuangan kewarganegaraan mencerminkan kurangnya kapasitas gerakan pro-demokrasi dalam membangun aliansi yang lebih luas. Di samping itu, kecenderungan gerakan-gerakan ini untuk menjadi elitis dan terbiasa dalam mempenetrasi negara juga mewarnai karakter perjuangan kewargaan kontemporer. Di tengah situasi pelbagai ketidakadilan, kolektivitas dan mobilisasi, dapat dikatakan bahwa representasi dan politik demokratis menjadi arena paling utama untuk mengintegrasikan dan mentransformasikan hubungan-hubungan antagonistik dalam perjuangan perjuangan popular yang terfragmentasi. Akan tetapi, hal ini memerlukan sebuah demokrasi yang tidak hanya memiliki kontrol kedaulatan atas urusan-urusan publik, tetapi juga memiliki saluran dan organisasi bagi bekerjanya representasi politik. Di Indonesia, demokrasi formal yang ada belum memenuhi kriteria ini. Oleh karenanya ada kebutuhan yang sangat mendesak untuk mentransformasikan demokrasi itu sendiri, sekaligus menjadi cara untuk mentransformasikan struktur-struktur ketidakadilan dalam masyarakat. Pengembangan agenda transformatif, organisasi, dan strategi masih menjadi kebutuhan sekaligus tantangan untuk mewujudkan kewargaan di Indonesia kontemporer.

This book is about multiculturalism, broadly defined as the recognition, respect and accommodation of cultural differences. Teo proposes a framework of multicultural denizenship that includes group-specific rights and intercultural dialogue, by problematising three issues: a) the unacknowledged misrecognition of non-citizens within the scholarship of multiculturalism; b) uncritical treatment of citizens and non-citizens as binary categories and; c) problematic parcelling of group-specific rights with citizenship rights. Drawing on the case of Singapore as an illustrative example, where temporary labour migrants are culturally stereotyped, socioeconomically disenfranchised and denied access to rights accorded only to citizens, Teo argues that understandings of multiculturalism need to be expanded and adjusted to include a fluidity of identities, spectrum of rights and shared experiences of marginalisation among citizens and non-citizens. From its establishment in 1954 part of the mandate of Cornell's Modern Indonesia Project has been the translation and publication in English of important documents that would otherwise have been unavailable to many of those interested in Indonesia's social and political history. These have included the writings of Hatta, A. K. Pringgodigdo, Simatupang, Sjahrir, Sudjatmoko, Sukarno, Supomo, Widjojo, and Wilopo. Also included in this coverage of the Translation Series have been documents unavailable even in the original Dutch or Indonesian, such as the long suppressed report by the Netherlands East Indies Government's Coolie Budget Commission, Living Conditions of Plantation Workers and Peasants on Java, which we published twenty-five years ago. The translation here presented of Heri Akhmadi's defense statement at his trial is of a similar genre; for despite its intrinsic significance and its relevance to an appreciation of how the leaders of a new generation of educated Indonesians view their country's government and its major social, economic, and political problems, it too has been suppressed. To prevent this important insight into the current Indonesian situation becoming buried and unavailable, we are pleased to help provide for the dissemination it deserves. I would predict that a quarter of a century from now, Heri Akhmadi's statement may well be regarded as having at least as much importance to understanding present-day Indonesia as the Coolie Budget Commission report had for an earlier period in the country's history. Heri Akhmadi was elected by the student body of the Bandung Institute of Technology - one of the most prestigious institutions of higher learning in the country - as Chairman of their Student Council and their principal representative. Since his views are close to those of the elected student leaders from more than two dozen other universities and colleges who were arrested at the same time, his statement can be regarded as representative of the ideas of the intellectual vanguard of the contemporary generation of Indonesian students, which - despite ongoing efforts to suppress them - are likely to have a significant effect on their country's history. Heri Akhmadi and these other student leaders were arrested and jailed in 1978 following widespread student protest at Suharto's unopposed election for another term as President. As a consequence, they were charged with having insulted the head of state, and it is because of the nature of this charge that Heri Akhmadi's defense statement takes the form it does. What the government considers as an insult to the head of state is what the students see as valid criticism of its policies.
