Liberalisasi pendidikan tinggi secara kebijakan membuat alokasi subsidi pemerintah berkurang, sehingga meningkatkan pemasukan dari masyarakat untuk sumber pendanaan pendidikan tinggi. Dampak langsung dari liberalisasi pendidikan tinggi adalah tertutupnya akses masyarakat berpenghasilan rendah untuk mengenyamnya. Secara tren, liberalisasi pendidikan tinggi di dunia dimulai oleh negara maju, kemudian dikuti oleh negara berkembang. Buku ini membahas secara khusus kebijakan liberalisasi pendidikan tinggi di Indonesia dan India. Mengapa membandingkan pendidikan tinggi Indonesia dan India? Keduanya memiliki kesamaan yaitu merupakan negara berkembang yang sedang berjuang dalam meningkatkan perekonomiannya. Namun, yang menarik meskipun memiliki kesamaan, terdapat perbedaan dalam proses dan implementasinya. Implementasi dari liberalisasi pendidikan di Indonesia dan India dapat dilihat pada penyelenggaraan PTN-PTN di kedua negara tersebut. Implementasi di Indonesia sendiri dapat dilihat di PTN seperti UI, ITB, dan UGM yang menerapkan jalur ujian masuk mandiri untuk calon-calon mahasiswanya dan menerima sumber pendanaan dari masyarakat lebih tinggi. Di dalam buku ini akan dibahas bagaimana liberalisasi pendidikan tinggi diterapkan di Indonesia dan India. Khusus untuk konteks Indonesia, di dalam buku ini akan dijelaskan alasan di balik keluarnya kebijakan tersebut dari pembuat dan pelaksana kebijakan pada awal liberalisasi pendidikan tinggi.
