Nato intervention in Kosovo marked a major turning point in post cold war international relations. While some western commentators argued that it was the first war to be fought on purely moral grounds, Serbian, Russian and Chinese assessments were sharply different.This highly original addition to the literature on Kosovo highlights the importance of perspective to an understanding of both the causes and consequences of war. It makes clear that the conceptual lenses, paradigms or frameworks through which political actors view reality in turn affect their understanding of the behaviour of others and their reactions to it. The authors, a team of regional experts on the countries covered, examine the way the war has been understood in countries involved in and peripheral to the conflict. Their aim is to provide a broad yet highly nuanced picture of this focal point of Balkan unrest.The book opens with an introduction to the historical and regional context of the conflict. The authors go on to present twelve case-studies, ranging from Serbia, and the other former Yugoslav republics, to the USA and to China. These detailed regional studies highlight the considerable variation in the key states' perceptions of their national interest and their perceptions of what constitutes legality or legitimacy. In each case, domestic constraints are explored and the ways in which differing perspectives of political and military leadership fed into the crisis are examined. Further thematic chapters determine the war's consequences and the lessons to be drawn in terms of the wider issues of refugees, humanitarian intervention, European security, and geopolitics.

In this new century, the relentless appeal of national self-determination has moved beyond decolonisation. A large group of de facto states, would-be sovereignties, now seek international recognition. In some cases these 'nations in waiting' have already established the exclusivity of their writ on the ground and wait only for the outside world to come to terms with the realities of their existence. In others, there are powerful external players who could undermine their claims on one hand or ensure their success on the other. The cases described in this book are to be found throughout the world: Abkhazia and Chechnya in the Caucasus; Kosovo, Montenegro, Republika Srpska, and Transnistria in eastern Europe; Palestine and the Turkish Republic of Northern Cyprus in the Middle East; Somaliland in Africa; and Bougainville in the Pacific. The nonviolent overthrow of Balkan dictator Slobodan Milošević in October 2000 is celebrated as democracy promotion at its best. This perceived political success has been used to justify an industry tasked with "exporting" democracy to countries like Belarus, Ukraine, Tunisia, and Egypt. Yet the true extent of the West's involvement in Milošević's overthrow remained unclear until now. Engineering Revolution uses declassified CIA documents and personal interviews with diplomats, aid providers, and policymakers, as well as thousands of pages of internal NGO documents, to explore what proponents consider one of the greatest successes of the democracy promotion enterprise. Through its in-depth examination of the two decades that preceded and followed Milošević's unseating, as well as its critical look at foreign assistance targeting Serbia's troubled political party landscape, Engineering Revolution upends the conventional wisdom on the effectiveness of democracy promotion in Serbia. Marlene Spoerri demonstrates that democracy took root in Serbia in spite of, not because of, Western intervention—in fact, foreign intervention often hurt rather than helped Serbia's tenuous transition to democracy. During the past decade northern Europe has started to assume an identity of its own. Categories of East and West have become blurred, challenging as well the idea of what it means to be Nordic.
