Les discours officiels, à travers la constitution de la République, la journée du civisme ou lors des propos des hommes politiques, parlent de l'individu au Gabon en termes de citoyen. À partir d'une enquête servant à mesurer la perception qu'ont les populations de cette notion de citoyenneté, cet ouvrage montre un considérable écart entre ce qui est dit et la pratique. La base matérielle, à travers l'impôt, nécessaire à la construction du citoyen, se retrouve par exemple concentrée dans les mains d'une poignée pour leur propre jouissance. L'État au Gabon reproduit ainsi sous des formes légales et policées la domination et l'exploitation des États grecs et féodaux contre lesquels il prétend lutter. Ce vide laissé par l'État dans la résolution des besoins primaires des populations est comblé par des liens pré-politiques tels le clan ou les communautés religieuses faisant ainsi de la citoyenneté une notion ambigüe au Gabon. L'auteur étudie ici comment les populations et certaines institutions de la société civile – syndicats, médias, associations – apprécient la notion de citoyenneté afin d'en dégager des éléments de compréhension et de définition. Son travail, mêlant réflexion et enquêtes de terrain, met ainsi en perspective deux réalités déconnectées: citoyenneté et nationalité, soulignant l'ampleur du défi à relever dans le contexte gabonais et, peut-être, plus généralement dans celui de l'Afrique.

This book contains a range of original studies on one of the major challenges in Africa today: the controversial role of youth in politics, conflict and rebellious movements. The issue is not only the drafting of child soldiers into insurgent armies or predatory militias, as in Somalia, Sierra Leone or Congo, but, more generally, that of the problematic insertion of large numbers of young people in the socio-economic and political order of post-colonial Africa. Even educated youths are being confronted with a lack of opportunities, blocked social mobility, and despair about the future. African youth, while forming a numerical majority, largely feel excluded from power, are socio-economically marginalized, thwarted in their ambitions, and have little access to representative positions or political power.
