Depuis trente ans, l'ouverture des économies a connu une progression spectaculaire. Cette évolution incite l'économiste à s'interroger sur les schémas et outils de la macroanalyse, dont la plupart ont été forgés dans un cadre d'économie fermée. L'ouvrage fonde sa logique sur l'une des questions principales de la macroéconomie moderne : les mécanismes de marché permettent-ils l'instauration, dans des délais raisonnables, d'un équilibre garantissant le plein-emploi des facteurs disponibles ? En économie ouverte, elle recouvre le problème d'existence d'une contrainte extérieure, qui pèserait sur l'activité et l'emploi. Y a-t-il une contrainte extérieure ? À cette question, les approches traditionnelles apportent des réponses largement optimistes. Que l'on se place dans un cadre "néoclassique libéral", ou néokeynésien, les mécanismes de marché aboutissent à une concordance de l'équilibre externe et du plein-emploi. L'extension et la correction des approches initiales fournissent, néanmoins, des résultats nettement contrastés. D'une part, l'élargissement de l'analyse classique aux phénomènes de surréaction et de bulles spéculatives, montre l'existence de perturbations potentiellement explosives. D'autre part, l'approfondissement du modèle néokeynésien infirme plusieurs résultats essentiels de l'approche simplifiée. Dans tous les cas, l'analyse des facteurs de la contrainte externe et des politiques, coordonnées ou non, visant son desserrement deviennent nécessaires. L'ouvrage fournit un panorama assez large des problèmes de la macroéconomie ouverte. Il doit permettre, à l'étudiant de second cycle universitaire, ainsi qu'aux élèves des écoles de commerce et d'ingénieurs intéressés par le sujet, de s'initier et de progresser dans cette discipline.

"Poverty and Social Impact Analysis (PSIA) is an approach used increasingly by governments, civil society organizations, the World Bank, and other development partners to examine the distributional impacts of policy reforms on the well-being of different stakeholders groups, particularly the poor and vulnerable. PSIA has an important role in the elaboration and implementation of poverty reduction strategies in developing countries because it promotes evidence-based policy choices and fosters debate on policy reform options. Poverty and Social Impact Analysis of Reforms presents a collection of case studies that illustrate the spectrum of sectors and policy reforms to which PSIA can be applied; it also elaborates on the broad range of analytical tools and techniques that can be used for PSIA. The case studies provide examples of the impact that PSIA can have on the design of policy reforms and draw operational lessons for PSIA implementation. The case studies deal largely with policy reforms in a single sector, such as agriculture (crop marketing boards in Malawi and Tanzania and cotton privatization in Tajikistan); energy (mining sector in Romania and oil subsidies in Ghana); utilities (power sector reform in Ghana, Rwanda, and transition economies, and water sector reform in Albania); social sectors (education reform in Mozambique and social welfare reform in Sri Lanka); taxation reform (Nicaragua); as well as macroeconomic modeling (Burkina Faso)."

In the final declaration of their 8th conference, the European ministers responsible for migration affairs committed to promoting and protecting the human rights of migrants, with special attention to gender equality and the rights of women; to strengthening dialogue and co-operation between receiving, transit and origin countries, particularly within Europe; and to promoting coherence at all levels (international, national, regional and local) between migration, development and integration policies. The ministers also agreed to manage economic migration with a view to promoting economic and social progress in receiving, transit and origin countries; to enhance social cohesion by improving the integration of migrants and persons of immigrant background and the re-integration of migrants who return to their countries of origin; and to strengthen the contribution of migrants and persons of immigrant background to development in receiving and origin countries and their involvement in co-development programmes. This report was prepared to support the ministerial debate during the conference. It presents the main aspects and characteristics of migration in the member states of the Council of Europe, analyses policy challenges raised by contemporary migration and identifies an integrated policy agenda.
