This inclusive study examines the extraordinarily high rates of political nonparticipation in the United States and the political, historical, institutional, and philosophical roots of such widespread apathy. To explain why individuals become committed to political apathy as a political role, Tom DeLuca begins by defining "the two faces of political apathy." The first, rooted in free will, properly places responsibility for nonparticipation in the political process on individuals. Political scientists and journalists, however, too often overlook a second, more insidious face of apathy--a condition created by institutional practices and social and cultural structures that limit participation and political awareness. The public blames our most disenfranchised citizens for their own disenfranchisement. Apathetic citizens blame themselves. DeLuca examines classic and representative explanations of non-participation by political analysts across a range of methodologies and schools of thought. Focusing on their views on the concepts of political power and political participation, he assesses current proposals for reform. He argues that overcoming the second face of apathy requires a strategy of "real political equality," which includes greater equality in the availability of political resources, in setting the political agenda, in clarifying political issues, and in developing a public sphere for more genuine democratic politics. Author note: Tom DeLuca is Assistant Professor of Political Science at Fordham College at Lincoln Center. He has been a long-time activist on local and national issues, especially nuclear arms control, and his op-ed pieces on politics have appeared in The New York Times, New York Newsday, The Nation, and The Progressive.

Die Wahlbeteiligung lag bei keiner der fünf Wahlen über 60% (Bartsch 2006). In Sachsen-Anhalt gaben nur 44,4% der Wahlberechtigten ihre Stimme ab. Damit war zum ersten Mal bei einer Landtagswahl die Gruppe der Nichtwähler größer als die der Wahlberechtigten, die ihre Stimme abgaben (ebd.). In Baden-Württemberg lag im gleichen Jahr die Wahlbeteiligung bei 53,4%. Dieser Wert stellt die niedrigste Wahlbeteiligung dar, die je bei einer Landtagswahl in den alten Bundesländern gemessen wurde. Von einem spezifisch ostdeutschen Problem lässt sich also kaum sprechen. Vielmehr spiegelt diese Momentaufnahme des Jahres 2006 in Deutschland die Entwicklung in vielen westeuropäischen Staaten wieder. Bei den beiden letzten Parlamentswahlen in Großbritannien wurden die beiden niedrigsten Wahlbeteiligungsraten seit 1918 gemessen. Bei den letzten Wahlen zum österreichischen Nationalparlament wurde ebenfalls ein historischer Tiefstand erreicht. Das Gleiche gilt für die französischen Präsidentschaftswahlen im Jahre 20022. Die vier genannten Staaten können ohne Zweifel als postmoderne, hochgradig individualisierte Gesellschaften bezeichnet werden. Geht mit fortschreitender Individualisierung nun eine sinkende Partizipationsbereitschaft einher? Ulrich Beck sieht einen solchen Zusammenhang. Er bezeichnet politische Apathie als eine mögliche Folge von Individualisierungsprozessen. Für Benjamin Barber sind der Liberalismus und die damit verbundene Betonung von individuellen Freiheitsrechten die Ursachen für die sinkende Bereitschaft der Bürger zur Beteiligung an politischen Prozessen. Einen Kontrast zur eingangs angedeuteten Entwicklung bilden die Ergebnisse des Zweiten Volksentscheid Rankings der Initiative Mehr Demokratie. In diesem heißt es, dass die Zahl von Volksinitiativen und Volksbegehren in der Bundesrepublik kontinuierlich wachse. Ein klares Bild von der Höhe der Motivation der Bürger zur Beteiligung ist auf den ersten Blick also nicht zu erkennen. Daher wird im Rahmen dieser Arbeit untersucht, wie sich die politische Partizipation in Deutschland insgesamt entwickelt hat und ob die von Kommunitariern wie Benjamin Barber attestierte politische Apathie in der Bundesrepublik heute wirklich vorzufinden ist.
