Urugwaj, a właściwie Wschodnia Republika Urugwaju, jest z wielu względów krajem niezwykłym. Już sama jego nazwa, tłumaczona z języka guaraní jako „rzeka malowanych ptaków”, daje przedsmak tej wyjątkowości. Do światowej prasy Urugwaj trafia regularnie za sprawą przełomowych, bezprecedensowych posunięć, które przyciągają uwagę innych społeczeństw (…). Urugwaj jako pierwszy kraj na świecie ustanowił państwo opiekuńcze. W wyniku splotu wyjątkowych okoliczności stał się krajem świeckim – zaledwie 46% społeczeństwa deklaruje przynależność do Kościoła katolickiego, bardzo pod tym względem kontrastując z tradycyjnie religijną Ameryką Łacińską. Od 2009 roku zapewnia wszystkim uczniom bezpłatne laptopy i dostęp do sieci bezprzewodowej. Były prezydent José Mujica (2010–2015) stał się bohaterem mediów całego świata, które z lubością informowały, że przekazywał 90% swojej pensji na cele charytatywne, pozostając najbiedniejszym prezydentem świata. Równie często wspomina się fakt, że Urugwaj jako pierwszy kraj na świecie zalegalizował w 2013 roku uprawianie, sprzedaż i zażywanie marihuany. This book provides a unique description of the identity strategies of stateless ethnic minorities in Poland. It describes and analyses the identity politics carried out by these groups, aimed at obtaining recognition of a separate status from the Polish state (a dominant group) in the symbolic and legal realms. On the one hand, comparative analysis of the activity undertaken by Lemkos, Polish Tatars, Roma, Kashubians, Karaims and Silesians will allow us to present the specifics of each of the communities, resulting from the special nature of their ethnicity. On the other hand, it will show some typical strategies for stateless groups in the field of identity and ethnicity. Critical factors here are processes such as building ethnic borders, dealing with a non-privileged position, striving to achieve recognition for the status quo of a particular identity or politicization of ethnicity. The subjects are mostly indigenous groups, and the lack of legitimacy of emancipation in their own nation-state can determine their status as an ‘in-between’ in the context of ethnic relations in Poland. In the analysis undertaken in the book of the activity of the ethnic groups there are three main contexts: intragroup, state policy and the global discourse of the rights of minorities. They determine the choice of identity strategy and adopted policy of identity. Not without significance is also the historical context, especially the political transformation in Poland after 1989, when Polish state policy towards ethnic minorities changed fundamentally - moving from the mono-national ideology of a socialist state to a pluralistic model of a democratic state. Gathering diverse examples in one volume will allow the reader to become familiar with the complex topic of ethnic relations in the world today, and especially in Central Europe, which is still in the process of change.

Objectives and strategies for education policies in the Baltic Sea Region The Baltic Sea Region is often considered the most innovative and economically strongest region of Europe. However, these strong developments and dynamics are at risk to face their limits. A rather high unemployment rate exists in many countries in the region, while at the same time, a lack of skilled work force is growing - which might indicate, that the existing qualifications are not in line with the actual demands. A strong commitment is needed from all countries around the Baltic Sea Region, in particular with respect to the most important pillar of any well-working system, the education policy. The whole region is clearly characterised by small- and medium sized enterprises (SMEs). To stay competitive on a global scale, these companies need employees with the best possible qualifications. The text included has been discussed and adopted by the Hanse Parlament, an umbrella organization of 50 Chambers of Crafts and/or Commerce, and the Baltic Sea Academy, a network of 16 academic institutions that closely cooperate for the benefit of SMEs in the region.This publication summarizes the opportunities and challenges to then provide concrete recommendations, from early childhood education, general education, vocational training and higher education.
