Although France, Poland, and Czechoslovakia were in jeopardy from a recovery of German power after World War I and from a potential German hegemony in Europe, France failed in her efforts to maintain a system of alliances with her two imperiled neighbors. Focusing on the period from 1926 to 1936, Piotr Wandycz seeks to explain how and why these three nations, with so much at risk, neglected to act in concert. Wandycz is the author of a well-known study on the series of alliances constructed by France, Poland, and Czechoslovakia in the years following the Treaty of Versailles. In this current volume he picks up the story after the Locarno Pact (1925) and follows the progressive disintegration of the alliance system until the time of Hitler's remilitarization of the Rhineland. Through an examination of the political, military, and economic relations among France, Poland, and Czechoslovakia, the author provides valuable insights into an era that contained the seeds of the future war and the collapse of the historic European system. By relying on French, Polish, and more selectively Czechoslovak and Western archives, and thanks to his intimate knowledge of Central and East European published sources, he has filled a large gap in the history of prewar diplomacy. In a vitally important book for anyone interested in nuclear proliferation, defense strategy, or international security, Matthew Kroenig points out that nearly every country with a nuclear weapons arsenal received substantial help at some point from a more advanced nuclear state. Why do some countries help others to develop nuclear weapons? Many analysts assume that nuclear transfers are driven by economic considerations. States in dire economic need, they suggest, export sensitive nuclear materials and technology—and ignore the security risk—in a desperate search for hard currency. Kroenig challenges this conventional wisdom. He finds that state decisions to provide sensitive nuclear assistance are the result of a coherent, strategic logic. The spread of nuclear weapons threatens powerful states more than it threatens weak states, and these differential effects of nuclear proliferation encourage countries to provide sensitive nuclear assistance under certain strategic conditions. Countries are more likely to export sensitive nuclear materials and technology when it would have the effect of constraining an enemy and less likely to do so when it would threaten themselves. In Exporting the Bomb, Kroenig examines the most important historical cases, including France's nuclear assistance to Israel in the 1950s and 1960s; the Soviet Union's sensitive transfers to China from 1958 to 1960; China's nuclear aid to Pakistan in the 1980s; and Pakistan's recent technology transfers, with the help of "rogue" scientist A. Q. Khan, from 1987 to 2002. Egyptian efforts to acquire long-range surface-to-surface missiles in the early 1960s carry important lessons for our time, when weapons of mass destruction and charges of politicizing intelligence are key issues. This new study traces the history of the early Egyptian ballistic missile program, which began with the successful recruitment of German scientists who had experience in Hitler’s V1 and V2 missile projects. Yet even as these Germans began their work on developing missiles for Egyptian President Gamal Abdel Nasser, Israeli intelligence was busy collecting information on their activities, sparking a crisis in the Israeli leadership as top Israeli officials anxiously debated strategies to grapple with this new threat to their national security. Ultimately, they adopted a multifaceted approach that included intimidation of the scientists and their families, appeals to the West German government to order the scientists’ recall and an attempt to involve the US government in the intricacies of the Arab-Israeli conflict. Drawing extensively on material from recently declassified US government documents, this new major work demonstrates how Nasser’s missile program played an instrumental role in cementing the US-Israeli national security relationship. The book concludes with several key lessons that can help stem the global proliferation of advanced weapons.
