Tommy Bengtsson The Swedish welfare model of the 1960s and 1970s excited great interest among many other countries. Today it still is an ideal image for some but a warning for many others. The reason why opinion about the Swedish welfare model has changed is primarily Sweden's financial problems, which are associated with a badly financed and excessively large public sector. It is argued that the size of the budget deficit is a great problem in itself, but also, and perhaps more importantly, that the large public sector has negative effects on the entire economy since it lead to inefficient allocation of resources. A first step in order to solve these problems is to examine how they arose. The questions then are to what extent the large public sector which Sweden has today results from social entitlements which have come into existence since the 1960s, from the maturing of welfare systems decided upon earlier, from unfavourable demographic developments, or from economic stagnation, and how these factors are interlinked. What is quite clear is that Sweden has had very low economic growth during the 1970s and 1980s compared with the preceding period. But so have many other industrial countries, without their having in consequence found themselves in diffi culties as great as Sweden's. Therefore economic stagnation alone cannot explain Sweden's situation.

The main contribution of this book lies in its focus on real alternatives in future population growth. At some time-taken as 1956 in India for this case study-a low-income country may have the option of effectively promoting the reduction of fertility, or (by inaction) of permitting fertility to remain at high levels. This book clearly shows the nature and extent of the economic gains resulting from fertility reduction. Since most low-income areas are destined for rapid population growth even with substantial fertility declines, the emphasis is placed between moderately rapid and very rapid growth. The effect of demography on economic performance has been the subject of intense debate in economics for nearly two centuries. In recent years opinion has swung between the Malthusian views of Coale and Hoover, and the cornucopian views of Julian Simon. Unfortunately, until recently, data were too weak and analytical models too limited to provide clear insights into the relationship. As a result, economists as a group have not been clear or conclusive. This volume, which is based on a collection of papers that heavily rely on data from the 1980s and 1990s and on new analytical approaches, sheds important new light on demographic—economic relationships, and it provides clearer policy conclusions than any recent work on the subject. In particular, evidence from developing countries throughout the world shows a pattern in recent decades that was not evident earlier: countries with higher rates of population growth have tended to see less economic growth. An analysis of the role of demography in the "Asian economic miracle" strongly suggests that changes in age structures resulting from declining fertility create a one-time "demographic gift" or window of opportunity, when the working age population has relatively few dependants, of either young or old age, to support. Countries which recognize and seize on this opportunity can, as the Asian tigers did, realize healthy bursts in economic output. But such results are by no means assured: only for countries with otherwise sound economic policies will the window of opportunity yield such dramatic results. Finally, several of the studies demonstrate the likelihood of a causal relationship between high fertility and poverty. While the direction of causality is not always clear and very likely is reciprocal (poverty contributes to high fertility and high fertility reinforces poverty), the studies support the view that lower fertility at the country level helps create a path out of poverty for many families. Population Matters represents an important further step in our understanding of the contribution of population change to economic performance. As such, it will be a useful volume for policymakers both in developing countries and in international development agencies.

Population change and population forecasts are receiving considerable attention from governmental planners and policy-makers, as well as from the private sector. Old patterns of population redistribution, industrial location, labor-force participation, household formation, and fertility are changing. The resulting uncertainty has increased interest in forecasting because mere extrapolations of past trends are proving inadequate. In the United States of America popUlation forecasts received even more attention after federal agencies began distributing funds for capital infrastructure to state and local governments on the basis of projected future populations. If the national government had based those funding decisions on locally prepared projections, the optimism of local officials would have resulted in billions of dollars worth of excess capacity in sewage treatment plants alone. Cabinet-level inquiries concluded that the U. S. Department of Commerce should (1) assume the responsibility for developing a single set of projections for use whenever future population was a consideration in federal spending decisions and (2) develop methods which incorporate both economic and demographic factors causing population change. Neither the projections prepared by economists at the Bureau of Economic Analysis nor those prepared by demographers at the Bureau of the Census were considered satisfactory because neither method adequately recognized the intertwined nature of demographic and economic change.
