Populist Parties and Democratic Resilience focuses on populist parties as the main agents of populism and examines when these parties turn anti-democratic and when they remain loyal to the democratic system. Following the Brexit referendum, the election of Donald Trump, and the rise of populist parties around the globe, many observers suggested that democracy was in serious trouble. Nevertheless, while some democratic systems have been seized by populists, most of them have proven resilient. In this volume, the authors identify the conditions under which populist parties become inimical to political and societal pluralism. They offer in-depth analyses of the trajectory of populist parties in eleven European Union countries (Austria, Belgium, Czech Republic, France, Germany, Hungary, Italy, The Netherlands, Poland, Romania, and Spain). The book shows that, reflecting the diversity of national contexts, there are multiple pathways whereby populist parties’ power can remain contained and subject to democratic checks and balances. Moreover, populist parties can — at times voluntarily, at other times by force of external conditions — come to adhere to the democratic rules of the game. On this basis, the volume outlines different ways in which European democracies can successfully accommodate populist parties through strategies that carefully navigate between the extremes of uncritical acceptance and outright ostracization. Drawing on the literature on democratic theory and comparative politics, this book directly contributes to the public debate on the state of democracy in Europe. It will be of interest to researchers of comparative politics, European politics, party politics, democracy, and populism.

Democracy is in decline and the share of world's population living in freedom under democratic government has decreased considerably as authoritarian practices proliferate. Surprisingly, most of the analyses that study these developments give little attention to the role of political parties in the decline of democracy although there is a broad consensus about the relevance of political parties for the functioning of democracy. How parties can contribute to democracy is best understood by looking at a very diverse range of cases in different parts of the world. Instead of taking a regional approach which dominates the literature on political parties, this volume takes a global perspective. It brings together experts from four continents, which opens up fresh comparative perspectives on the role of political parties in the democratic process. Political Parties and the Crisis of Democracy asks how parties contribute to the consolidation of democracy, why they fail today, why new parties emerge and displace old parties, and also what parties need to do in order to survive cutthroat competition, above all with a new (and sometimes not so new) variants of populist parties. It takes a unique global focus, covering old and new democracies in different regions of the world. It covers Western and Central Europe, Asia-Pacific, Latin America and Africa, Turkey and Israel, including presidential, semi-presidential, and parliamentary democracies and also some countries where democracy is seriously threatened or eroding. This volume offers unique comparative perspectives combined with a detailed analysis of individual countries and their party systems. It shows that parties are central actors for the consolidation of democracy, but that organisational reforms are necessary to cope with social change such as individualisation, the decline in party membership and the impact of new media and modern communication, thus counteracting the fragmentation of party systems and the decay of democracy. Illiberalism and authoritarianism have become major threats to democracy across the world. In response to this development, research on the causes and processes of democratic declines has blossomed. Much less scholarly attention has been devoted to the issue of democratic resilience. Why are some democracies more resilient than others to the current trend of autocratization? What role do institutions, actors and structural factors play in this regard? What options do democratic actors have to address illiberal and authoritarian challenges? This book addresses all these questions. The present introduction sets the stage by developing a new concept of democratic resilience as the ability of a democratic system, its institutions, political actors, and citizens to prevent or react to external and internal challenges, stresses, and assaults. The book posits three potential reactions of democratic regimes: to withstand without changes, to adapt through internal changes, and to recover without losing the democratic character of its regime and its constitutive core institutions, organizations, and processes. The more democracies are resilient on all four levels of the political system (political community, institutions, actors, citizens) the less vulnerable they turn out to be in the present and future. Responding to Populist Parties in Europe: The 'Other People' vs the 'Populist People' provides a new theoretical tool kit exploring how those who disagree with populist parties oppose them and what kinds of opposition initiatives work, why, and to what ends. It argues that analogies with the interwar rise of fascism and postwar communist takeover to the East do not easily fit the reality of today's Europe. Those opposing populist parties often swim in muddier waters than the past, necessarily navigating more complex questions about whether populist opponents deepen or threaten democracy. Populists also operate in a globalized, interdependent Europe, with overlapping spheres of territorial governance. This novel context, the book claims, not only helps us understand the rise of populist parties, but also the constraints of opposition. It begins with a new typology of tolerant and intolerant initiatives opposing populist parties, not just from public authorities and political parties operating at state and international levels, but also lesser-known initiatives from civil society. This forms the foundations of a 'bottom up' approach for evaluating the effectiveness of opposition to populist parties, acknowledging substantial variation in opposition forms country-to-country and party-to-party. The book then outlines a goal-attainment theory of effective opposition, focusing on whether opponents manage to curb illiberal and anti-democratic policies, reduce support for populist parties, diminish their resources, or induce moderation, without producing perverse effects.

During the European elections of 2014, one of the main issues raised by the media was the electoral performance of so called ‘populist parties’.
