O livro Por dentro da política investiga o dia a dia do trabalho de analistas em uma instituição governamental a fim de compreender como as políticas públicas são feitas na prática. A partir da experiência profissional no Instituto Estadual do Patrimônio Histórico e Artístico de Minas Gerais, o autor acompanha os usos e efeitos da noção de participação nas práticas de suas colegas, em campo e no escritório, para a elaboração e implementação da política de patrimônio nos últimos anos. Ao analisar como a noção é mobilizada na condução de processos técnico-administrativos, compreende-se que a participação é operada ao mesmo tempo como estratégia em disputas por autoridade e configuração de metodologias, instrumento para a condução de pesquisas e a legitimação dos resultados alcançados e política, na rotinização de verdades e nas alianças com sujeitos de direitos. Aproximando de maneira original os estudos dos patrimônios com as pesquisas sobre práticas de poder, patrimônios culturais são compreendidos como processos políticos, tanto política pública como relações de poder. Resultado de um trabalho colaborativo, evidencia os processos do "Estado em ação", os conflitos para estabelecimento de uma metodologia participativa de política pública, assim como mais tarde os ativismos em defesa dos direitos diferenciados em meio à transição conservadora no governo. Este é um livro para quem se interessa por cultura, política, patrimônio, antropologia e por abrir a caixa-preta do Estado, de modo a conhecer melhor os seus bastidores.

Instead, they found that they had exchanged old forms of political and economic dependence for a new kind of dependency on the international capitalism of multinational corporations.
