In times of increasing environmental awareness, the port-city relationship has gained a new meaning since ports have been seen as the origin of both negative and positive externalities affecting the public wellbeing. While the former are the result of port expansion, the latter are the result of transforming obsolete port areas into recreational facilities. Therefore, in order to support effective policy-making, in this research is emphasized the need of measuring these environmental externalities. Considering their non-market nature, the contingent valuation method is introduced as an economic tool capable of overcoming this obstacle. Thus, the cases of two ports in Spain, namely Valencia and Castellón, are reviewed. The policy implications of this are discussed with the aim to improve the understanding of the changing relationship between ports and cities.

Seaports, as part of urban centers, play a major role in the cultural, social and economic life of the cities in which they are located, and through the links they provide to the outside world. Port-cities in Europe have faced significant change, first with the loss of heavy industry, emergence of Eastern European democracies, and the widening of the European Community (now European Union) during the second half of the twentieth century, and more recently through drivers to change including the global Sustainable Development Agenda and the European Union Circular Economy Agenda. This book examines the role of modern seaports in Europe and consider how port-cities are responding to these major drivers for change. It discusses the broad issues facing European Sea Ports, including port life cycles, spatial planning, and societal integration. May 2019 saw the 200th anniversary of the first steam ship to cross the Atlantic between the US and England, and it is just over 60 years since the invention of the modern intermodal shipping container – both drivers of change in the maritime and ports industry. Ports are, centres of life and progress not only for the town they belong to, but also for the entire area they influence. Regardless of the type of activity practised there, a port is movement, exchange, dynamism, and wealth. In order for all this to be possible, a port's installations, infrastructures, and services must keep up with current needs so that the port remains vital. However, the existence of the ports always implies an environmental impact on water, air or soil. One of the most important challenges on the port sector is find the situation in which the port is able to meet its own needs without endangering its own future. Over the last years the port sector has demonstrated a positive and pro-active response to its environmental liabilities and responsibilities through the development of tools and methodologies developed specifically to deliver appropriate management options8. The first environmental management initiatives in ports areas began with the European Sea Ports Organisation (ESPO) on 1993 as a response to the need of European ports to be represented in Europe. ESPO's mission is to influence public policy in the EU in order to achieve a safe, efficient and environmentally sustainable European port sector. Over the years, there has been increasing evidence that ports that adopts environmental management systems (EMS) for their operations can realize significant benefits as: · Minimization of environmental impacts · Demonstrate compliance with legislation · Reducing costs with the efficient use of recourses · Maintain a good public image However, there are multiple possibilities of response, from just compliance with legislation to archive high standards of environmental protection. Many ports, simply using an EMS system to evaluate and develop an effective environmental management program will be sufficient based on available resources or activities at the port. However, some other ports may decide that they need to use, and possibly become certified as in compliance with specific EMS, such as ISO 14000 or EMAS. It is a fact that all ports are unique; they vary in size, commercial activities, location, cargo handled, organizational structure and regulation. However, the environmental challenge is common for all, regardless of size. Then, the question is, is one management system suitable for all ports?

Sustainable development is a topic that has gained a lot of momentum in the logistics field; organizations from the maritime and port sector have started to focus on the environmental side of sustainability and take measures to control the impact of their operations on future generations. Environmental Management Systems (EMS) are generic tools for controlling the performance of an organization towards the environment; these have been also tailored to the port sector resulting in port specific EMSs. However little research covers how strong the commitment of the port sector to environmental sustainability is, and the effectiveness of EMS in developing countries, especially in Mexico. So far studies in the manufacturing sector indicate an opportunistic approach predominates in this country. This study first employs the Five-Factor-Model and the NEP-Scale to analyze the importance of environmental sustainability to the port administration of a major Mexican cargo port (Veracruz); then it performs a gap analysis to study the comprehensiveness of its monitoring requirements and determine possible improvements based on their activities; and finally, it formulates a framework applicable to the basis-EMS standard to address the real monitoring requirements of each port in the country. The results determine that the port administration has a genuine commitment to environmental management and controls the activities with environmental impact, but there is room for improving the comprehensiveness of its EMS. It is also possible to formulate a framework that simplifies existing research and standards, allowing the port administration to reach two goals: fully assimilate the system and environmental objectives into the organizational culture, and enhance the scope of the environmental aspects and impacts according to the monitoring needs of the port. The main challenge faced by the port administration is the collaboration from tenants, since it is not an environmental authority, it is essential to find attractive incentives for tenants to share information about the environmental performance in order to assess how really the port affects the environment.
