Elaboré entre mai et octobre 2005, suite au constat que la Wallonie ne sort pas de son profond déclin – pénurie importante de travailleurs qualifiés, chiffres records du chômage, taux d’échec scolaire anormal, etc. – La région wallonne fait face à trois défis : créer des activités et des emplois, développer le capital humain, les connaissances et les savoirs-faires, garantir une insertion et une cohésion sociale. À l’heure où il se met en place, professeurs et chercheurs du Département des sciences économiques de Louvain s’inquiètent et s’interrogent, parfois sur des points bien précis. Quelles sont les causes de la difficulté à pourvoir des emplois vacants en Wallonie, des postes vacants demeurant non pourvus durant des mois ! La première mesure ne serait-elle pas l’appariement entre postes vacants et personnes à la recherche d’un emploi ? Un autre moyen de sortir du marasme ne serait-il pas la réduction du taux belge de l’impôt des sociétés, lequel aurait un effet important sur la création d’emplois en Belgique ? Plus péremptoires, certains auteurs recommandent des choix budgétaires prudents, une stimulation durable de la croissance économique, une gouvernance rigoureuse et efficace. Ils adressent aux décideurs wallons des recommandations, dont celle de " s’accorder du temps " dans le suivi des dossiers. D’autres enfin mettent des balises et disent " ce qu’il ne faut pas faire ". Le plan d’actions prioritaires suscite plus d’une réaction. Pour être suivi d’effets, il devrait, en un mot, être étendu à tous les aspects du marché du travail et de la formation. Institutions whose goal is to help those at the margins have been a feature of social life for centuries. Today, social assistance institutions have integration and encouragement as their goal. They seek to avoid exclusion and stigmatisation. Poverty can tear at the fabric of society. However, preventing hardship among those with no resources while reducing exclusion and marginalisation is no easy task. How can social assistance best balance these goals, minimising disincentives to paid employment? What can be done to promote independence and individual responsibility?This book compares the social assistance policies of Belgium, the Czech Republic, the Netherlands and Norway. Although at first sight these countries appear very different, in fact the same policy dilemmas exist in the four countries. That local action is necessary to identify and help the excluded is accepted, but the balance between ensuring that sufficient resources are available at the local level while limiting budgets so as to ensure efficient use of resources is a continuing preoccupation. Governments stress their commitment to combat poverty, but benefits cannot be raised too high because this would harm work incentives. Different institutions sometimes disagree about whether benefit recipients are "job ready" or whether more social help is needed. No country has yet found a policy package which prevents exclusion, but innovative policies in each of these four countries are proving successful in limiting its extent.

“Vive la Sociale”: This rousing, revolutionary statement, written on a bright red banner across the top of James Ensor's Christ's Entry into Brussels in 1889, served as a visual manifesto and call to action by the Belgian artist (1860-1949), one that announced with an insistent, public voice the centrality of his art practice to the cultural discourse of modern Belgium. This provocative declaration serves as the title for this new study of Ensor's art focusing on its social discourse and the artist's interaction with and at times satirical encounter with his contemporary milieu. Rather than the alienated and traumatized Expressionist given preference in modern art history, Ensor is presented here as an artist of agency and purpose whose art practice engaged the issues and concerns of middle class Belgian life, society and politics and was informed by the values and class, race and gendered perspectives of his time. Ensor's radical vision and oppositional strategy of resistance, self-fashioning and performance remains relevant.
