Em discurso proferido poucas semanas depois da vitória dos aliados Oliveira Salazar auto-congratulou-se pela política do governo português face aos refugiados de guerra ao dizer: «Quaisquer outros na nossa situação acolheriam refugiados, […] por dever de solidariedade humana. Pena foi não termos podido fazer mais». Na verdade, para dezenas de milhares de refugiados oriundos da Alemanha Nazi, Portugal foi não só o ponto de partida para uma vida melhor como também o primeiro lugar que lhes inspirava segurança. Ignoravam porém, que desde a tomada de poder de Adolf Hitler em 1933, o governo português observava atentamente o movimento migratório desencadeado pelas medidas anti-semitas, tendo vindo a restringir sucessivamente as condições de entrada de estrangeiros no país. Além do mais, cabia à Polícia de Vigilância e Defesa do Estado, precursora da PIDE, a sua vigilância tanto no momento da sua chegada à fronteira como durante a sua estada no país. O presente livro pretende analisar as medidas tomadas pelo governo português contra o afluxo de refugiados, revelando simultaneamente como a sociedade portuguesa reagia à presença de milhares de estrangeiros que, apesar da sua curta estada, marcaram o país para sempre.

Destiny's Journey is a memoir reconstructed partly from notebooks that Döblin kept from the time he worked in the French Ministry of Information in the spring of 1940 and partly written without notes in Los Angeles where he took refuge during the Second World War. It tells the personal and generational story of the flight of Jewish and anti-Nazi intellectuals from Europe to America, their fear and frustration, isolation, and inability to work. Döblin’s story differs from that of other Jewish intellectuals and artists in that his family converts to Catholicism in Los Angeles. Unlike most of them, he returns to Europe as an officer with the French forces and works on denazifying German literature. The conversion narrative bridges the departure from and return to Europe. During the Nazi period, Portugal became a place of transit for thousands of Jewish refugees from Germany and from countries occupied by the Nazis, as well as for non-Jewish refugees. The Portuguese government was willing to allow entry to the country on condition that the refugees would not stay. Restrictions were introduced in 1938: a visa was issued for 30 days only, there was a prohibition on working, refugees were confined to refugee centers or specific areas of residence, and permission was given to diplomats to decide to whom to extend visas. Many who entered the country illegally or whose permits expired were arrested, expelled, or deported to Cabo Verde. Ch. 7 (pp. 317-350), "Portugal e o Holocausto. 1943-1944", deals with the stance of the Salazar regime to the Holocaust, in regard to the Jews of Portuguese origin. The government was informed about the atrocities committed against Jews by the Nazis, especially through its diplomats. Although it did not approve of the deeds of the Nazis, it did not take decisive action against the extermination, intent on preserving its neutrality. But Portuguese diplomats in France, Yugoslavia, Greece, and Hungary helped hundreds of Jews who claimed to have Portuguese origins, giving them passports or "protection passports".
