This book provides an innovative and thought-provoking analysis of the policy of integrazione scolastica from an inclusive perspective. Drawing on historical and empirical research methods the book arises out of an ethnographic study, which investigates the extent to which the policy of integrazione scolastica can be considered an inclusive policy. The author poses two fundamental questions: why are there episodes of micro-exclusion and discrimination against disabled pupils still taking place in regular schools after more than 30 years have passed since the enactment of such a progressive policy? Can the policy of integration lead to the development of inclusion in Italy? The research findings presented in the book indicate that exclusion and discrimination towards disabled pupils in education do not result from a lack of implementation of the policy at a school level, rather from the perpetuation of dominant discourses, which construct disability as an individual deficit. The book does not deny the progress made in the country following the application of this anti-discriminatory policy; rather it challenges the hegemonic abilist culture and the traditional perspectives of disability and schooling that undermine the development of inclusive education. After having investigated the theoretical premises of the policy of integration, the author argues that this progressive policy is still rooted in a special needs education paradigm and that what was once a liberating policy has been transformed into a hegemonic tool which still manages, controls and normalizes disability leaving school settings and teaching and learning routines unchanged. She finally argues for a human rights approach for the development of an inclusive school for the 21st century. The book is an essential reading for academics, policy makers, researchers and students involved in education as it links ideological pressures to practical analyses.

In recent years there has been much political and academic interest in new modes of local governance, which are increasingly based on deliberative mechanisms and aim at engaging larger sectors of the population (i.e. governance by networks, territorial pacts, strategic planning). Whereas the literature on urban governance has focused on the emergence of novel governance arrangements at city and regional levels and on the formation of a collective actor, deliberative democracy scholars have examined the democratic dimension (i.e. the deliberative forums) and assessed the applicability of their normative models to the real world; the literature on planning helps to understand the implementation gap that plagues many of these new arrangements. All these approaches often study the same empirical phenomena, however, with a few exceptions, debates within these literatures take no account of one another. This comparative case-study of strategic planning in four medium-sized Italian cities (Trento, Prato, Lecce, and Sassari), characterized by different socio-political and economic contexts, intends to contribute to bridging the gap between the above theoretical paradigms. Thus, the impact of strategic planning on the local polity is assessed on three levels: the formation of a collective actor, the democratic process, and implementation. Comparative analysis can help to evidence how such an impact is either hindered or enhanced by different forms and resources of leadership and how the latter interact with endogenous (i.e. pre-existing associational density) and exogenous factors (i.e. institutional constraints and opportunities at other jurisdictional levels). Different typologies of leadership will influence each dimension of the dependent variable (i.e. the formation of the collective actor, the democratic process, the implementation) to varying degrees. The type of leadership now required within the new multilevel governance system could be defined as facilitative leadership, which arises from the activity of working with, rather than exercising power over, others. This leadership is no longer identified solely with political institutions but often emerges from the coordinated work of a political sponsor and a public service CEO that acts as the champion of the governance process. Institutional constraints might affect outcomes, as weak administrative capacity and resistance to change from within the bureaucracy will hinder implementation. A facilitative leadership can help to drive cultural change and organisational learning within local institutions, while offering identity incentives to the wider community. While pre-existing associational dynamics do not influence outcomes, since an inclusive leadership can encourage greater participation even where the social fabric would seem weaker, poor policy coordination among jurisdictional tiers will inevitably hamper the positive effects of strategic planning at the local level, which might be lost in a plethora of fragmented initiatives.

Reconstructing Italy traces the postwar transformation of the Italian nation through an analysis of the Ina-Casa plan for working class housing, established in 1949 to address the employment and housing crises. Government sponsored housing programs undertaken after WWII have often been criticized as experiments that created more social problems than they solved. The neighborhoods of Ina-Casa stand out in contrast to their contemporaries both in terms of design and outcome. Unlike modernist high-rise housing projects of the period, Ina-Casa neighborhoods are picturesque and human-scaled and incorporate local construction materials and methods resulting in a rich aesthetic diversity. And unlike many other government forays into housing undertaken during this period, the Ina-Casa plan was, on the whole, successful: the neighborhoods are still lively and cohesive communities today. This book examines what made Ina-Casa a success among so many failed housing experiments, focusing on the tenuous balance struck between the legislation governing Ina-Casa, the architects who led the Ina-Casa administration, the theory of design that guided architects working on the plan, and an analysis of the results-the neighborhoods and homes constructed. Drawing on the writings of the architects, government documents, and including brief passages from works of neorealist literature and descriptions of neorealist films by Pier Paolo Pasolini, Italo Calvino and others, this book presents a portrait of the postwar struggle to define a post-Fascist Italy.
