Post-earthquake capacity of Nevada highway bridges is examined through a combination of engineering study and scenario earthquake evaluation. The study was undertaken by the University of Nevada Reno Department of Civil and Environmental Engineering with the collaboration of the Nevada Seismological Laboratory under project funding from the Nevada Department of Transportation, with technical engagement through the NDOT Bridge Division. The vulnerability of Nevada bridges relative to earthquake hazard is evaluated using two different methods. First, a distributed set of 112 realistic earthquake scenarios were processed with USGS program ShakeMap, and USGS program ShakeCast was used to extract site-specific ground motion levels for the 1,831 Nevada bridges in the Federal Highway Administration National Bridge Inventory. Second, using hazard curves underlying the 2014 USGS National Seismic Hazard Map (NSHM), return periods for earthquakes causing extensive damage to bridges were extracted and compared to the 1000-year design level adopted by the AASHTO. Revised capacity values were proposed in consultation with NDOT engineers using a combination of literature review, Nevada bridge plans, and Nevada bridge design spectra. The two evaluation approaches provide complimentary views of bridge approach. Additionally a damage assessment and repair manual has been developed. The manual describes the typical damage that would be observed as a result of an earthquake and then describes methods for repairing the damage.

Bridges are a vital connective element in a community's transportation system. In the past, bridges have been severely damaged by earthquakes, but with proper mitigation techniques, such as bridge retrofit, severe earthquake damage to bridges can be avoided. The objective of this project was to perform a seismic risk assessment on bridges in Clark County, Nevada. A seismic risk analysis is the first step to effectively plan for an earthquake. A risk analysis identifies bridges that could be potentially hazardous to the public. There are two key elements of a risk analysis: the importance assessment and the vulnerability assessment. The importance assessment takes into account the number of people that will be affected by a damaged bridge. It considers both immediate and long-term effects of an earthquake. A spreadsheet-type analysis was performed to assess bridge importance. Bridge characteristics such as average daily traffic, detour length, pedestrian traffic, railroad traffic, historical significance, and defense route were used in the analysis. The vulnerability assessment takes into account the behavior of a bridge during an earthquake (i.e., how much damage a bridge is expected to sustain). A GIS-based software called HAZUS-MH was used to analyze the bridges in Clark County. HAZUS-MH takes into account parameters such as bridge material, construction type, skew angle, soil type, and liquefaction potential. The results from the importance assessment, vulnerability assessment, and overall risk analysis can be used to assist pre- and post-earthquake planning organizations in mitigation and preparation efforts for future earthquakes.

Following a major earthquake, one of Caltrans' most critical tasks is to assess the condition of all potentially impacted bridges and roadway corridors in the state highway system. Timely response is important to ensure public safety, guide emergency vehicle traffic, and re-establish critical lifeline routes. In the past, bridge inspection teams had difficulties setting priorities immediately following an earthquake, because they lacked precise information about where the worst shaking and, most likely, the greatest damage had occurred. In 2005 Caltrans initiated a contract with the United States Geological Survey (USGS) to develop and implement a Caltrans-specific version of their ShakeCast system, a post-event software analysis tool that was anticipated to change the way Caltrans responds following a major earthquake. ShakeCast is a web-based application that automatically retrieves measured earthquake shaking data, analyzes it against individual bridge performance characteristics, and generates inspection prioritization emails and other web-based products for emergency responders within minutes of an event. Benefits have already been realized over the course of the test deployment phase. The ShakeCast system has proved to be a valuable tool for post-earthquake response for Caltrans during real events as well as for scenario planning exercises.

Quantitative and qualitative assessment of the seismic risk to highway bridges is crucial in pre-earthquake planning, and post-earthquake response of transportation systems. Such assessments provide valuable knowledge about a number of principal effects of earthquakes such as traffic disruption of the overall highway system, impact on the regions' economy and post-earthquake response and recovery, and more recently serve as measures to quantify resilience. Unlike previous work, this study captures unique bridge design attributes specific to California bridge classes along with their evolution over three significant design eras, separated by the historic 1971 San Fernando and 1989 Loma Prieta earthquakes (these events affected changes in bridge seismic design philosophy). This research developed next-generation fragility curves for four multispan concrete bridge classes by synthesizing new knowledge and emerging modeling capabilities, and by closely coordinating new and ongoing national research initiatives with expertise from bridge designers. A multi-phase framework was developed for generating fragility curves, which provides decision makers with essential tools for emergency response, design, planning, policy support, and maximizing investments in bridge retrofit. This framework encompasses generational changes in bridge design and construction details. Parameterized high-fidelity three-dimensional nonlinear analytical models are developed for the portfolios of bridge classes within different design eras. These models incorporate a wide range of geometric and material uncertainties, and their responses are characterized under seismic loadings. Fragility curves were then developed considering the vulnerability of multiple components and thereby help to quantify the performance of highway bridge networks and to study the impact of seismic design principles on the performance within a bridge class. This not only leads to the development of fragility relations that are unique and better suited for bridges in California, but also leads to the creation of better bridge classes and sub-bins that have more consistent performance characteristics than those currently provided by the National Bridge Inventory. Another important feature of this research is associated with the development of damage state definitions and grouping of bridge components in a way that they have similar consequences in terms of repair and traffic implications following a seismic event. These definitions are in alignment with the California Department of Transportation's design and operational experience, thereby enabling better performance assessment, emergency response, and management in the aftermath of a seismic event. The fragility curves developed as a part of this research will be employed in ShakeCast, a web-based post-earthquake situational awareness application that automatically retrieves earthquake shaking data and generates potential damage assessment notifications for emergency managers and responders.

In 1998 Armenia was commemorating the tenth anniversary of the catastrophic Spitak earthquake. The Second International Conference on "Earthquake Hazard and Seismic Risk Reduction" sponsored by the Government of the Republic of Armenia and United Nation's International Decade for Natural Disaster Reduction (UN/IDNDR) was held in dedication to that event between 14-21 September (later referred to as Yerevan Conference). The Yerevan Conference has been organized by the National Survey for Seismic Protection (NSSP) of the Republic of Armenia. All level's decision-makers (from the ministers to the local authorities), politicians, scientists, leaders of the executive and legislative powers, psychologists, leading businessmen, representatives from the private sector and the media as well as from the International Organizations have been invited by the Armenian NSSP to take part in joint discussion of the Seismic Risk Reduction Problem for the first time in the history of such forums. Armenian NSSP's such initiative has been triggered by the experience of the Spitak earthquake and other disasters.
