In this report the Business, Innovation and Skills Committee outlines its concerns with regards to the Government's proposals for change to the ownership and administration of the Post Office network. The new role of post offices as front offices for Government services will be vital to their ongoing financial viability. The Government must set out the services that are to be delivered through this method whilst Post Office Ltd must demonstrate a clear marketing strategy to ensure post offices are promoted as the preferred outlet for such services. The new method of remuneration for 'Local' post offices may not be viable for subpostmasters, increasing the likelihood that large supermarkets will take over the Post Office mantle. There is little detail on the programme for change with regards to mutualisation and particularly on how any such mutualisation would be affected should the majority of 'Locals' be owned by a small number of major companies. The Committee recommends that the Government outline how such a situation would affect the ability of the Post Office to become a mutual organisation. On the question of a Post Office subsidy, the Committee supports the long-term objective for post offices to become financially self-sufficient. Indirect financial support, largely in the form of the Front Office Government services will be key to achieving this ambition, but some smaller offices may never achieve financial independence and they should be supported as they often deliver some of the most vital services to rural or deprived areas.

The Regional Network on AIDS, Livelihoods, and Food Security (RENEWAL) was officially launched in 2001 as a joint project of the International Food Policy Research Institute (IFPRI) and the International Service for National Agricultural Research (ISNAR), and was operational in Malawi, Uganda, Kenya, Zambia, and South Africa through most of 2011. RENEWAL is a “network of networks” comprised of national networks of food and nutrition-relevant organizations, along with partners in AIDS and public health practitioners. Its overarching goal is to provide evidence-based research on the linkages between HIV, food security, and nutrition in Sub-Saharan Africa that would inform responses to prevent or mitigate the impact and consequences of AIDS. RENEWAL’s three main objectives are: (1) to reduce critical gaps in understanding how livelihoods, particularly those deriving from agriculture, both contribute to the spread of HIV and are affected by HIV and AIDS; (2) to generate new policy-relevant knowledge on how households and communities may strengthen both their resistance to HIV transmission and their resilience to the impacts of AIDS; and (3) to enable relevant institutions (particularly governments) to generate and act upon realistic priorities for responding to the interaction of the AIDS epidemic with food and nutrition insecurity. RENEWAL’s strategic approach to achieving these goals involved the three core pillars of capacity strengthening, policy communications, and action research, and the synergies resulting from their interactions. This report assesses the impact of RENEWAL activities from 2000 to 2010 and is based on a review of products resulting from RENEWAL activities (such as books, policy briefs, workshop summaries, reports, and discussion papers), stakeholder perceptions of RENEWAL products and activities, and national policy or programming changes resulting from RENEWAL-supported action research, capacity strengthening efforts, and policy communications.

In 1889 uniformed post-boys were discovered moonlighting in a West End brothel frequented by men of the upper classes. "The Cleveland Street Scandal" erupted and Victorian Britain faced the possibility that the Post Office-a bureaucratic backbone of nation and empire-was inspiring and servicing subversive sexual behavior. However, the unlikely alliance between sex and the postal service was not exactly the news the sensational press made it out to be. Postal Pleasures explores the relationship between illicit sex and the Royal Mail from reforms initiated in 1840 up to the imperial end of the nineteenth century. With a combination of historical details and literary analyses, Kate Thomas illustrates how the postal network, its uniformed employees, and its material trappings-envelopes, postmarks, stamps-were used to signal and circulate sexual intrigue. For many, the idea of an envelope promiscuously jostling its neighbors in a post boy's bag, or the notion that secrets passed through the eyes and fingers of telegraph girls, was more stimulating than the actual contents of correspondence. Writers like Anthony Trollope, Eliza Lynn Lynton, Henry James, Oscar Wilde, Arthur Conan Doyle, and others, invoked the postal system as both an instrument and a metaphor for sexual relations that crossed and double-crossed lines of class, marriage, and heterosexuality.
