Modern urban terraced houses or row houses emerged in Europe from the 17th century onwards. Usually two to three storeys high and with a garden at the back, they formed the traditional urban block. In Brussels, this bourgeois form of housing took on a particularly varied and inspiring form – including the well-known Art Nouveau residences – and forms the DNA of the city to this day. This publication analyses 100 selected examples illustrating the emergence of the terraced house and its further development in other forms of housing. The result is a broad panorama and a history of the architecture and development of the city of Brussels with its particularly heterogenous cityscape.

Abstract: Three essential elements of modernism consolidated through war: a centralised welfare state, a serial industrial apparatus and, often, a territorial tabula rasa. Hence, for many modernist architects and urban planners, post-war Europe became the ideal ground to put their ideas to the test. However, there is a genuine discrepancy between the proposals of the first four Congrès Internationaux d'Architecture Moderne (CIAM) and what was massively implemented throughout Europe after 1945. To explore this divergence, Brussels proves to be an interesting case study for two main reasons. First, it hosted the third CIAM in November 1930, where Victor Bourgeois presented his views on housing and cities, in line with the ideals of the time. Second, after the war, Belgium, like many Western countries, experienced a period of euphoria, during which the modernist ideology attained a sudden and broad consensus. Art Deco, which essentially was an extension of the decorative Art Nouveau, developed in the Twenties, giving rise to the construction of a variety of buildings including the Centre for Fine Arts, private mansions, town houses and even the first apartment buildings. Drawing on multiple different sources of inspiration, the more geometric Art Deco became the epitome of luxury and refinement. This style conveyed the values of a middle class that celebrated its freedom after the unimaginable violence of the Great War. In the light of the current housing and environmental crisis and increasing social inequalities, there is a growing sense of urgency for architecture as a discipline to engage with the transformation in housing evident in the postwar period. Rather than conceiving this task as a technical matter, this book proposes to reassess the conditions and legacy of this large and ubiquitous housing stock. By foregrounding the mismatch between constructed cultural, social and ideological narratives and the everyday realities of residents, the contributors rediscover some of the tropes of modern housing, such as the impact of technological innovations or the often overlooked character of open spaces, and unveil the intellectual and practical tools that paved the way for this large-scale construction. How do housing estates contribute to the urban mosaic of neighborhoods by ethnic and socio-economic status? What types of policies and planning initiatives have been implemented in order to prevent the social downgrading of housing estates? The collection of chapters in this book addresses these questions from a new perspective previously unexplored in scholarly literature. The social aspects of housing estates are thoroughly investigated (including socio-demographic and economic characteristics of current and past inhabitants; ethnicity and segregation patterns; population dynamics; etc.), and the physical composition of housing estates is described in significant detail (including building materials; building form; architectural and landscape design; built environment characteristics; etc.). Known as the banlieue, the suburban landscapes that make up much of contemporary France are near-opposites of the historic cities they surround.
