Upaya mengunggah potensi lokal sangat memerlukan peran aktif dari pemerintah. Desa tertinggal bukan berarti daerah yang selalu harus miskin dan tanpa ada potensi. Seperti Kabupaten Rote Ndao dan Kabupaten Alor merupakan daerah tertinggal, namun memiliki potensi lokal yang dapat berkembang. Kedua Kabupaten ini memiliki potensi “tenun ikat”. Namun demikian potensi lokal yang ada belum dikenal oleh daerah-daerah lain. Untuk itu tenun ikat perlu diunggah, sehingga menjadi popular. Pemerintah harus menghadirkan peran yang nyata, agar daerah tertinggal ini terangkat dengan potensi lokalnya. Hasil capacity building di Alor maupun di Rote Ndao antara lain kegiatan lebih kepada pengembangan kapasitas, karena yang menjadi peserta adalah masyarakat yang sehari-harinya sudah menenun. Oleh karena itu, kegiatan bersifat lebih kepada menambah pengetahuan penenun, pengayaan motif tenun, pewarnaan serta tentang bagaimana membuat produk tenun ikat dengan menggunakan bahan pewarna alami.
