This study contributes to the literature on the social impacts of Special Economic Zones by analyzing poverty changes in the Brazilian state of Amazonas, where the Free Trade Zone of Manaus (FTZM) is located. Using census data, statistical micro-decompositions and counterfactual simulations, we show that labor income was the major driver of poverty declines during the 2000 to 2010 decade in the municipality of Manaus (and all the more so for households with members working in the FTZM, who were less poor to start with). Comparison with ex-ante “similar” municipalities, in regard to socioeconomic and demographic criteria, corroborates the relative success of Manaus in terms of poverty reduction as well as the essential role played by labor income. Wage regressions also show a significant FTZM premium effect for workers, though diminishing over time. In the rest of the state of Amazonas, nonlabor income remains the main factor for poverty reduction and the FTZM appears to have limited spillover effects, even at short distances. Our contrasting results illustrate both the benefits and limitations that trade and industrial policies face in underprivileged areas and suggest that a better targeting of social policies is needed to improve distributional outcomes and spillovers for the whole state.

This book analyses the potential socio-economic and environmental impacts of the Initiative for Regional Infrastructure Integration in South America (IIRSA), a continent-wide programme. The states in the Brazilian Amazon have made progress in reducing poverty and improving social indicators in the last decade. Despite this progress, the poverty rate in the Amazon is among the highest in Brazil. As of 2000, rural poverty is the greatest challenge. In Par?, not only is the headcount poverty rate of 58.4 percent in rural areas more than 55 percent higher than headcount poverty in urban areas, but also poverty is much deeper in rural areas. The fall in infant mortality and adult illiteracy corroborate the improvement in measured income poverty. Census data from 2000 and 1991 reveal that more people left Par? than came to live in the state during the 1970s, the opposite of the 1980s. In 2000, the Gini coefficient for Par?, as in the Amazon as a whole, was 0.60. The poverty profile reveals that indigenous peoples experience a higher poverty incidence than other groups. Census 2000 data reveal that living in rural areas in Par? does not by itself affect the probability of being poor. Individual and household characteristics are more important than geographical location. The largest statistical differences in poverty reduction between rural and urban areas are found in the effect of education, sector of employment, gender, and family size. PNAD data from 2001 reveal that living in urban areas in Par? does not by itself affect the probability of falling below the poverty line in urban areas in Brazil. The strongest poverty correlates are education, experience, race, rural location, gender, and labor market association.

The basic premise of this book is that the conversation on the future of development needs to shift from a focus on poverty to that of inequality. The poverty emphasis is in an intellectual and political cul de sac. It does not address the fundamental question of why people are poor nor what can be done structurally and institutionally to reduce and eliminate it. The various chapters illustrate in the context of various countries and sectors around the world, the significant contributions that evaluators can make in terms of improvement of the analytical framework, analysis of the performance and results of specific programs and projects, as well as assessing and designing better public management systems in terms of poverty and inequality reduction. Beyond the specific contributions presented, three characteristics characterize those evaluations to be relevant for poverty and inequality analysis: a global-local approach: Global to move beyond disciplinary boundaries and consider cross-cutting issues, local to account for the diversity of countries, sectors, institutions and cultures considered; a problem-solving orientation: The issue evaluated is the core focus and determines the choice of evaluation methods to analyze this issue from a variety of angles; an evolutionary approach: Chapters presented are from iconoclasts who do not have any pre-established theory or school of thought to defend. This is the result of openness of mind and ability to adapt the analytical framework, the evaluation methods, and the interpretation of results in a constant interaction with the stakeholders. Such characteristics make evaluation a domain that can help understand better complex issues like poverty, inequality, vulnerability, and their interactions as well as propose a relevant and useful theory of change for public policies and projects to improve the plight of a large part of the world population in industrialized and developing countries alike.
