The 'World Development Report 1990: Poverty' provided the foundation for the World Bank strategy to help achieve global poverty reduction. This report is a contribution to the strategy review process. It examines the implementation of the 1990 strategy, maps changes against assessment of Bank performance at both the country and the project level and assesses the relevance of key elements of the 1990 strategy in light of new data and shifts in the development assistance environment. The report concludes that the 1990 strategy remains relevant but needs to be combined with a more comprehensive approach. Lessons from experience confirm the importance of a holistic approach to reach the poor more effectively. This includes a focus on local level institutions and building on existing institutional frameworks wherever possible and on working across sectors for maximum impact. The 1990 strategy and the operational guidelines based on it have failed to generate a clear emphasis on measuring and monitoring results. A critical test of the Bank's evolving poverty strategy will be the design of a credible framework for measuring the results of the Bank's country assistance, and helping to build local capacity for monitoring the impact of poverty reduction programmes. Reducing poverty in developing countries is one of the most persistent challenge facing the world today. The governments and civil societies of developing countries are in the forefront of the battle to reduce poverty. Institutions such as the World Bank are working to improve their efforts to help governments. The Bank works with governments in supporting poverty reduction objectives in a wide variety of ways, including by providing information, analysis and financial assistance, and by liaising with other donors. This report examines how far developing countries have come towards meeting the challenge of reducing poverty since 1990 and how the Bank's support for their efforts has evolved. The report concludes that some progress has been made in reducing poverty in the developing world since the late 1980s, although there have been important regional variations in both outcomes and circumstances. It confirms the crucial importance of growth for reducing poverty. The report also finds that the Bank has made good progress in implementing its poverty reduction strategy, but the challenge remains substantial. The report is organized as follows. Chapter 1 examines worldwide trends in poverty and welfare indicators from the late 1980s to the mid-1990s and assesses the extent to which poverty has fallen. Chapter 2 outlines how the Bank has been supporting government efforts to reduce poverty at the country level since 1990 and reports on progress made by the Bank in fiscal 1995. Chapter 3 uses the latest household survey data and other sources of information to explore the impact that various key factors (growth, adjustment reforms, public expenditures, and projects) have had on reducing poverty. Finally, chapter 4 discusses important lessons learned about reducing poverty and highlights several areas that need to be emphasized in the future.

Both as an accompaniment of overall economic growth and also through a strong commitment to improving standards of education, health and nutrition for all, China has compiled an impressive record in reducing absolute poverty over the last four decades. Perhaps the most telling indicator of the improvement in the overall well-being of the Chinese population is the increase in expectation of life at birth, which nearly doubled from 34 years in the early 1950s to 67 years at present. Other indicators of social development also document tremendous improvement. The crude death rate and infant mortality rate both declined by about three-quarters since the early 1950s, and illiteracy is estimated to have dropped from 80% of the adult population in the early 1950s to about 30% at present. Average per capita availability of food energy increased by nearly 40%, from about 90% of food requirements in the early 1950s to 115% by the late 1980s. These indicators of social development in China compare favorably with the estimates for India, Indonesia, Brazil, and the averages for other low and middle income countries.

Sub-Saharan Africa's turnaround over the past couple of decades has been dramatic. After many years in decline, the continent's economy picked up in the mid-1990s. Along with this macroeconomic growth, people became healthier, many more youngsters attended schools, and the rate of extreme poverty declined from 54 percent in 1990 to 41 percent in 2015. Political and social freedoms expanded, and gender equality advanced. Conflict in the region also subsided, although it still claims thousands of civilian lives in some countries and still drives pressing numbers of displaced persons. Despite Africa’s widespread economic and social welfare accomplishments, the region’s challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa. Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable—that is, what it will take to increase their earnings. Finally, it presents a road map for financing the poverty and development agenda.

The authors investigate recent rends in poverty, and inequality in China, decomposing data on poverty reduction to see who has benefited most from China's economic growth. They find that, by several measures, poverty declined significantly in the 1990s, across a wide range of poverty lines, except that a slight slowdown in China's export, and economic growth in 1997-99 might have hurt the poor. There was a slight increase in the poverty headcount between 1997 and 1999, using lower poverty lines, and a worsening of the poverty gap index. Average per capita consumption declined for farmers, especially those living in poor regions such as Gans, Heilongjiang, Sanxi, and Xinjiang. It is unclear whether this decline was attributable to Asia's economic crisis. Economic growth contributed significantly to poverty reduction, but rising inequality worsened both rural, and urban income distributions - except during the Asian crisis, when the distribution remained relatively stable. The poor benefited far less than the rich from economic growth. Income growth reached, or exceeded the average growth rate only for the richest twenty percent of the population. The authors then examine the relationship between human capital, growth, and poverty. They find that the accumulation of human capital had slowed, and that there is a huge regional disparity in human capital stock. And the distribution of education is becoming increasingly skewed. China must address this problem if it is to succeed in attacking poverty, and inequality.
