Eine solch arbeitsteilige Aufgabenverteilung kann jedoch kaum präventiv wirken. Ralf Antes zeigt, daß präventiver Umweltschutz stärker als bisher die Organisationsmitglieder - als potentielle Verursacher von (Umwelt-)Wirkungen - in den Mittelpunkt der Maßnahmen stellen muß. Aus dieser veränderten Aufgabenverteilung folgt die Notwendigkeit, die "ökologische Blindheit" der Instrumente betrieblicher Verhaltenssteuerung und -koordination zu überwinden. Abschließend wird untersucht, ob und in welcher Form Qualitätsmanagement, Arbeitsschutz, das System der Arbeitsbeziehungen und die Vorgaben der EU-Umweltaudit-Verordnung präventiven Umweltschutz befördern.
