"Air Force basic doctrine asserts that the precise application of force can reliably generate desired, discriminate effects at the strategic level of war. A deconstruction of that assertion reveals three necessary assumptions: the ability to clearly define desired discriminate effects at the strategic level of war, the ability to trace the desired discriminate effects back to a triggering action, and the ability to ensure that the actual effects generated by the triggering action are only the discriminate ones being sought. This paper presents evidence that these assumptions suffer from important conceptual weaknesses that are amplified when examined from the perspective of nonlinear and complex systems. Further evidence suggests that technological fixes are not likely to resolve these weaknesses nor produce the strategic efficiencies implied by the doctrinal concept. In fact, such fixes could increase the potential for small errors to combine in unexpected ways to create a system accident, where outcomes diverge in significant and undesirable ways from the intended discriminate strategic effect. This paper cautions against using the term "precision" in ways that imply congruency between technology and war, and recommends that doctrine clearly differentiate technical exactness from strategic correctness. It concludes that effect-based approaches can foreclose adversary option sets with far more reliability than compelling specific, predetermined behaviors, and it emphasizes the need to ensure that adaptation remains a fundamental feature of any effects-based concept."--Abstract.

This study analyzes the concepts of dominant maneuver and precision engagement at the operational level of war as defined in Joint Vision 2020. The analysis begins by establishing the relationship between today's geostrategic environment, national security trends, and America's limited wars from 1950-2000. Once that relationship is established, the doctrinal concepts contained in Field Manual 3-0, Operations (DRAG Edition) are shown to be synchronized with the Chairman's, Joint Chiefs of Staff, vision for future warfighting contained in Joint Vision 2020. German historian Hans Delbruck's two strategies of warfare: annihilation and exhaustion, and American military theorist Robert Leonhard's concepts of attrition and maneuver are examined to establish the relationship between theory and doctrine. The concept of dislocation is discussed to demonstrate that an enemy can be defeated decisively through the indirect approach of destroying or neutralizing his critical vulnerability. Then, US military operations from Korea, Vietnam and Kosovo are analyzed to demonstrate that the American way of war in the last 50 years was firepower intensive and attrition oriented. A review of US Army doctrine from 1973-2000 revealed that maneuver and firepower remain complementary combat dynamics. This study then recommends a proposed operational maneuver concept relevant to limited wars in the precision engagement era based on the theories of Hans Delbruck and Robert Leonhard. Finally, this study concludes that precision engagement has not advanced to the point where it will be the dominant concept at the operational level in America's future limited wars. It is the author's opinion that dominant maneuver remains the overarching concept at the operational level and that precision engagement remains an enabler.

JV 2010 defines four operational concepts, providing the services specific areas to concentrate efforts in order to achieve full spectrum dominance of the battlespace across the range of military operations. Precision engagement is both a JV 2010 operational concept and an Air Force core competency, denoting its importance to the use of airpower. If precision engagement applies across the spectrum of conflict, more detail is required to specifically apply this to military operations other than war (MOOTW). The basis of continued current and future military involvement in MOOTW begins at the strategic level, from the National Security Strategy through the National Military Strategy and joint and service doctrine. This doctrinal examination provides details of how the operational concept of precision engagement of offensive airpower is applicable to specific types of MOOTW. Analysis of the relevant doctrinal concepts from the operational level provides specific details on what the USAF can achieve with offensive airpower, combined with precision engagement in MOOTW. MOOTW require a high level of precision due to the political consequences that must be considered when using military might to coerce a political settlement in a conflict short of full scale war. The use of precision offensive airpower in MOOTW will provide the NCA with the leverage needed to achieve national objectives, while minimizing risks.

This study investigates the Joint Vision 2010 concept of precision engagement and its impact on future AC-130 gunship modernization requirements. The primary purpose of this thesis is to assist long-range planners at United States Special Operations Command and Air Force Special Operations Command in the preparation of AC-130 modernization strategies which implement advanced technology precision engagement systems on the gunship. This study employs a strategy-to-task-to-need approach to derive tactical-level precision engagement mission tasks from Joint Chiefs of Staff, conventional military service, and Special Operations Forces publications which describe the employment of precision engagement systems in support of twenty-first century military operations. Based upon these tactical-level precision engagement tasks, current Department of Defense science and technology planning documents are subsequently examined for advanced material technologies related to these mission requirements. Ultimately, this thesis identifies specific material technologies and capabilities which should be installed on AC-130 gunships in order for this aircraft to provide effective firepower in support of military operations in the 2010 timeframe. The effort concludes with recommendations related to the implementation of these precision engagement capabilities on AC-130 gunships.

This book explores whether the new capabilities made possible by precision-strike technologies are reshaping approaches to international intervention. Since the end of the Cold War, US technological superiority has led to a more proactive and, some would argue, high risk approach to international military intervention. New technologies including the capacity to mount precision military strikes from high-level bombing campaigns and, more recently, the selective targeting of individuals from unmanned aerial vehicles (UAVs) have facilitated air campaigns, supported by Special Forces, without the commitment of large numbers of troops on the ground. Such campaigns include, for example, NATO’s high-level aerial bombardment of Milosevic’s forces in Kosovo in 1999 and of Gaddafi’s in Libya in 2011, and the US operation involving Special Forces against Osama Bin Laden. The development of UAVs and electronic data intercept technologies has further expanded the potential scope of interventions, for example against Islamic militants in the tribal areas of Pakistan.
