En esta investigación se analiza y reflexiona críticamente sobre el tratamiento informativo y de opinión que nueve periódicos del estado de Hidalgo hicieron sobre la problemática ambiental en la entidad, con énfasis registrada en la región Tula-Tepeji. En el trabajo en el primer capítulo se expone la revisión de la literatura existente en el campo de la comunicación en México sobre cómo se ha abordado, teórica y metodológicamente, la forma en que la prensa trata o construye los problemas ambientales. Aunado a lo anterior en el segundo capítulo se describen las condiciones de contaminación ambiental en el estado separando la información por regiones y tipo de contaminación. Finalmente, en el capítulo tres se utilizan diversas categorías del análisis de discurso para el análisis de nueve diarios que cubren la temática ambiental y que permiten tener un acercamiento a cómo se representa esta problemática a nivel mediático.

The objective of this guidance on fulfilling the reporting requirements of Article 12 of the Code of Conduct is to obtain a regular flow of information on its observance to strengthen implementation of the Code, to provide data for its future revisions and improvement, and, most importantly, to improve the protection of human health and the environment related to pesticide use and management in agriculture and public health. The guidance was prepared in compliance with the FAO/WHO International Code of Conduct on Pesticide Management, which sets out a framework and voluntary standards of conduct for stakeholders in pesticide management, in particular governments and the pesticide industry. Endorsed by FAO, WHO, governments, pesticide producers, non-governmental organizations and other stakeholders, the Code outlines their shared responsibility to promote best practice and risk reduction throughout the pesticide life cycle. The Code of Conduct thereby establishes the commitment and moral obligation of stakeholders to comply with the agreed standards of conduct and to assume their respective responsibilities. These include governments’ responsibility to promote pesticide risk reduction and the industry’s responsibility to produce products that are adapted to the context of their use and to provide stewardship of those products throughout their life cycle. This guidance was prepared with the support of the FAO/WHO Joint Meeting on Pesticide Management (JMPM) to provide further guidance on the provisions of the Code of Conduct related to its observance and implementation. It reflects the joint FAO/WHO approach to pesticide management, thus addressing the topic in both agricultural and public health settings.

This volume is part of a recently completed research project at the World Bank that reviewed the macroeconomic experience of 18 developing countries from the mid-1960s. The period encompassed two oil shocks, two world recessions, a sharp rise in world interest rates, the debt crisis, and changes in exchange rate regimes. In this context, Colombia provides an almost unparalleled example of steady long-term economic growth despite external shocks, political crises, civil strife, reliance on a single, dominant commodity (coffee), and the rising importance of illicit drugs in the economy. Courting Turmoil and Deferring Prosperity looks at how Colombia managed to avoid major prolonged economic crises against all odds. Its economy has confronted several external and internal shocks from the mid-1960s, mainly due to the country's reliance on exports of coffee, the price volatility of which can greatly affect the economy. The period also witnessed major policy changes, including a long-term shift from an essentially inward-oriented development strategy, based on industrialization through import substitution, to an outward-oriented, export-led strategy. The authors' analysis differs from most existing literature on the Colombian economy in two important ways: it evaluates policy responses to shocks in terms of their success in achieving short-run stabilization, as well as their impact on long-run growth; and it explores the intimate links between economic policies and the specific political and social ideologies, institutions, and structures in Colombia that have historically conditioned government policymaking. The report also highlights the role of prudent macroeconomic policies for crisis avoidance and analyzes the links between fiscal policy, trade policy, and exchange rates.

For some time now, there has been a great deal of concerned reflection on the ways in which the tropical lowlands of the Americas have been perceived and exploited. This book addresses this concern. It is also something of an appreciation of tropical lowlands, as they emerge along one particular road, gathered from the accounts of early nineteenth-century observers. Aerial reconnaissance has shown that many wetlands in the lowlands which these travellers crossed are patterned with the remains of prehispanic platforms and canals, an old and effective system for the cultivation of wetlands. These show particularly clearly in the pastures of modern ranches -- a very different land use, and yet perhaps governed by similar constraints. The pastures are dotted with palms which eloquently indicate repeated burning and long use and scored by drainage ditches cut according to contemporary practice, thus giving evidence of both ancient and modern use. The travellers' accounts throw light on this juxtaposition. Early nineteenth-century visitors to Mexico usually entered the country at Veracruz and proceeded inland along the Jalapa road. Their impressions of the surrounding landscape have long been relied upon for a contemporary interpretation of this region. They produced a rich literature which reveals a great deal about what the European and North American travellers thought about the tropics. The reader is taken along the Veracruz-Jalapa road up to the summit of the pass and on to the central tableland and allowed to see the coastal landscape take shape from the commentary, step by step -- detailed and coloured by predisposition, the 'objective' landscape often aggrandized and misperceived. The accounts are not benign; they are tinged with an evaluation of tropical lowlands that unfortunately persisted and proved prejudicial to actual development here and elsewhere. In this book, Alfred Siemens brings together a wide array of commentary to coalesce as though it were a piece of landscape theatre, always with the recognition that the fascinating and at times entertaining observations carry venom.
