The Metropolitan Medical Response System (MMRS) program of the U. S. Department of Health and Human Services (DHHS) provides funds to major U. S. cities to help them develop plans for coping with the health and medical consequences of a terrorist attack with chemical, biological, or radiological (CBR) agents. DHHS asked the Institute of Medicine (IOM) to assist in assessing the effectiveness of the MMRS program by developing appropriate evaluation methods, tools, and processes to assess both its own management of the program and local preparedness in the cities that have participated in the program. This book provides the managers of the MMRS program and others concerned about local capabilities to cope with CBR terrorism with three evaluation tools and a three-part assessment method. The tools are a questionnaire survey eliciting feedback about the management of the MMRS program, a table of preparedness indicators for 23 essential response capabilities, and a set of three scenarios and related questions for group discussion. The assessment method described integrates document inspection, a site visit by a team of expert peer reviewers, and observations at community exercises and drills.

The threat of domestic terrorism today looms larger than ever. Bombings at the World Trade Center and Oklahoma City's Federal Building, as well as nerve gas attacks in Japan, have made it tragically obvious that American civilians must be ready for terrorist attacks. What do we need to know to help emergency and medical personnel prepare for these attacks? Chemical and Biological Terrorism identifies the R&D efforts needed to implement recommendations in key areas: pre-incident intelligence, detection and identification of chemical and biological agents, protective clothing and equipment, early recognition that a population has been covertly exposed to a pathogen, mass casualty decontamination and triage, use of vaccines and pharmaceuticals, and the psychological effects of terror. Specific objectives for computer software development are also identified. The book addresses the differences between a biological and chemical attack, the distinct challenges to the military and civilian medical communities, and other broader issues. This book will be of critical interest to anyone involved in civilian preparedness for terrorist attack: planners, administrators, responders, medical professionals, public health and emergency personnel, and technology designers and engineers.

The Oklahoma City bombing, intentional crashing of airliners on September 11, 2001, and anthrax attacks in the fall of 2001 have made Americans acutely aware of the impacts of terrorism. These events and continued threats of terrorism have raised questions about the impact on the psychological health of the nation and how well the public health infrastructure is able to meet the psychological needs that will likely result. Preparing for the Psychological Consequences of Terrorism highlights some of the critical issues in responding to the psychological needs that result from terrorism and provides possible options for intervention. The committee offers an example for a public health strategy that may serve as a base from which plans to prevent and respond to the psychological consequences of a variety of terrorism events can be formulated. The report includes recommendations for the training and education of service providers, ensuring appropriate guidelines for the protection of service providers, and developing public health surveillance for preevent, event, and postevent factors related to psychological consequences.

Terrorism Within Comparative International Context written by M.R. Haberfeld and has been published by Springer Science & Business Media this book supported file pdf, txt, epub, kindle and other format this book has been release on 2009-09-03 with Political Science categories.

The introductory chapter of this book presents the concepts of the bene?ts inherent in the study of comparative approach for an effective counterterrorism response on the local law enforcement level and overviews the inception of the project. Throughout the twentieth century and into the twenty-?rst century, especially after the events of September 11, 2001, the legitimacy of law enforcement practices has been cited as a major concern for international criminal justice. As policing pr- titioners and scholars throughout the world shifted focus from a traditional reactive, crime control stance to the need for accountability mechanisms to ensure the s- port of citizenry in combating crime and terrorism, the democratization of policing was seen as the best mechanism for achieving long-term gains in public order at the same time as protecting human rights. While the need to maintain human rights remains an important issue, balancing these concerns with the important public safety interests of societies is paramount.

A new field of medicine has emerged as a result of the global proliferation of terrorism. Terror medicine is related to emergency and disaster medicine but focuses on the constellation of medical issues uniquely related to terrorist attacks. The field encompasses four broad areas: preparedness, incident management, mechanisms of injuries and responses, and psychological consequences. In Essentials of Terror Medicine, these core concerns are addressed by a distinguished international authorship brought together by the three editors of this volume, who themselves are recognized experts in relevant disciplines: Shmuel Shapira, epidemiology and hospital administration; Jeffrey Hammond, trauma surgery and emergency response; Leonard Cole, bioterrorism and public policy. Essentials of Terror Medicine provides insightful and practical information for physicians, nurses, emergency responders, and other health professionals who may be called to service during or after a terror incident. It is indispensable reading for the medical community of the 21st century, in which diligence, continued education, and careful preparation for a variety of possible events are a preeminent responsibility.

The U.S. Department of Health and Human Services' Metropolitan Medical Response (MMRS) program has evolved from an idea originally developed in the Washington, D.C., area in 1995. Using the combined personnel and equipment resources from Washington, D.C., Arlington County in Virginia, and Montgomery and Prince Georges Counties in Maryland, the Metropolitan Medical Strike Team (MMST) received training, equipment, and supplies specifically designed to facilitate an effective response to a mass-casualty terrorism incident with a weapon of mass destruction (WMD). The first of its kind in the civilian environment, the MMST was intended to be capable of providing initial, on-site emergency health, medical, and mental health services after a terrorist incident involving chemical, biological, or radiological (CBR) materials. The team's mission includes CBR agent detection and identification, patient decontamination, triage and medical treatment, emergency transportation of patients to local hospitals, coordination of movement of patients to more distant hospitals via the National Disaster Medical System (NDMS), and planning for the disposition of nonsurvivors. Building from the initial efforts of the Washington, D.C., Metropolitan Area MMST, OEP provided funding for the development of a similar team in the city of Atlanta in preparation for the 1996 Summer Olympic Games. The U.S. Congress has subsequently authorized and provided funding for additional contracts with the 120 most populous U.S. cities. Tools for Evaluating the Metropolitan Medical REsponse System Program: Phase I Report identifies and develops performance measures and systems to assess the effectiveness of, and to identify barriers related to, the MMRS development process. This report identifies, recommends, and develops performance measures and systems to assess the effectiveness of, and identify barriers related to, the MMRS development process at the site, jurisdictional, and governmental levels.

A terrorist attack in a major city using an RDD or an IND could result not only in the loss of life but also have enormous psychological and economic impacts. Major cities are assumed to be preferred targets of such attacks, and local governments, along with their states, have primary responsibilities for early response (within the first 24 hours), with assistance from federal sources, as necessary, coming later. A disjointed or untimely response could increase the impact and undermine public confidence in federal, state and local governments' ability to respond to an attack. This book provides background for understanding the RDD threat and responses, and presents issues for Congress.

Individuals may have to rely on themselves to protect their own health and safety--perhaps even their own lives--in the event of a terrorist attack. Even those who know how to take care of themselves in the event of a fire, tornado, or earthquake might not know what to do in case of a chemical, radiological, nuclear, or biological attack. This quick guide attempts to fill in some of these gaps by offering specific actions to take during each of these situations, as well as preparations that can be taken. These actions are appropriate regardless of the likelihood of an attack, its scale, or the current government alert level; are designed to be sensitive to potential variations; and have been defined in terms of simple rules that should be easy to follow. A reference card included at the back of the guide encapsulates the key points and can be removed for display in a prominent place.
