Who Watches the Watchmen? could hardly be more timely as we debate the recent leaking of the largest trove of documents in American history. The "WikiLeaks" case drives home the need for what this book lays out: an approach to protecting classified information that goes beyond law enforcement. Gary Ross' application of Rational Choice Theory codifies, organizes, and extends what many of us have been trying to do instinctively when dealing with unauthorized disclosures. In Ross'discussions of "motivations" and "justifications," I see powerful echoes of what I personally experienced as Director of NSA and CIA. I only wish I had had access to this fully developed intellectual framework and the courses of action it suggests while still in government. - General Michael V. Hayden (U.S. Air Force, Retired). IC activities must be consistent with, and responsive to, national security priorities and must comply with the Constitution, applicable statutes, and Congressional oversight requirements. The NIS should be read along with the National Intelligence Priorities Framework and Unifying Intelligence Strategies to inform and guide mission, as well as planning, programming, and budgeting activities.

Intelligence Analysis For Tomorrow written by National Research Council and has been published by National Academies Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-04-08 with Social Science categories.

The intelligence community (IC) plays an essential role in the national security of the United States. Decision makers rely on IC analyses and predictions to reduce uncertainty and to provide warnings about everything from international diplomatic relations to overseas conflicts. In today's complex and rapidly changing world, it is more important than ever that analytic products be accurate and timely. Recognizing that need, the IC has been actively seeking ways to improve its performance and expand its capabilities. In 2008, the Office of the Director of National Intelligence (ODNI) asked the National Research Council (NRC) to establish a committee to synthesize and assess evidence from the behavioral and social sciences relevant to analytic methods and their potential application for the U.S. intelligence community. In Intelligence Analysis for Tomorrow: Advances from the Behavioral and Social Sciences, the NRC offers the Director of National Intelligence (DNI) recommendations to address many of the IC's challenges. Intelligence Analysis for Tomorrow asserts that one of the most important things that the IC can learn from the behavioral and social sciences is how to characterize and evaluate its analytic assumptions, methods, technologies, and management practices. Behavioral and social scientific knowledge can help the IC to understand and improve all phases of the analytic cycle: how to recruit, select, train, and motivate analysts; how to master and deploy the most suitable analytic methods; how to organize the day-to-day work of analysts, as individuals and teams; and how to communicate with its customers. The report makes five broad recommendations which offer practical ways to apply the behavioral and social sciences, which will bring the IC substantial immediate and longer-term benefits with modest costs and minimal disruption.

This report includes an analytic assessment drafted and coordinated among The Central Intelligence Agency (CIA), The Federal Bureau of Investigation (FBI), and The National Security Agency (NSA), which draws on intelligence information collected and disseminated by those three agencies. It covers the motivation and scope of Moscow's intentions regarding US elections and Moscow's use of cyber tools and media campaigns to influence US public opinion. The assessment focuses on activities aimed at the 2016 US presidential election and draws on our understanding of previous Russian influence operations. When we use the term "we" it refers to an assessment by all three agencies. * This report is a declassified version of a highly classified assessment. This document's conclusions are identical to the highly classified assessment, but this document does not include the full supporting information, including specific intelligence on key elements of the influence campaign. Given the redactions, we made minor edits purely for readability and flow. We did not make an assessment of the impact that Russian activities had on the outcome of the 2016 election. The US Intelligence Community is charged with monitoring and assessing the intentions, capabilities, and actions of foreign actors; it does not analyze US political processes or US public opinion. * New information continues to emerge, providing increased insight into Russian activities. * PHOTOS REMOVED
