General Ne Win's state reformation in the name of the "Burmese Way to Socialism" contributed to the expansion of the political role of the Myanmar Armed Forces, the tatmadaw, but the underlying dynamics of this change remain poorly understood. Drawing on propaganda publications, profiles of the country's political elites, and original documents in Burma's military archives, Yoshihiro Nakanishi offers a fresh look at the involvement of the tatmadaw in Burma's ideological discourse and civil-military relations. The tatmadaw's anti-communist propaganda during the 1950s was a key element in state ideology under the Ne Win regime, and the direct participation of tatmadaw officers in the Burma Socialist Programme Party and government ministries at the national and local level transformed the political party system and civilian bureaucracy. Personal relationships -- between Ne Win and the tatmadaw officer corps, and within the military -- were central to the growing influence of the military, and to the outcome of the political crisis and subsequent military coup d'état in 1988. Nakanishi's discussion of these processes reveals many heretofore-unknown facts about this "dark age" in the country's political history, and highlights its institutional legacy for the post-1988 military regime and the reformist government that succeeded it. His thought-provoking conclusions are significant for Southeast Asia specialists and for students of politics generally, and his insights will be useful for anyone seeking to engage with Myanmar as it comes to terms with an outside world it once kept at arm's length.

Soldiers and Diplomacy addresses the key question of the ongoing role of the military in BurmaÍs foreign policy. Richard Moser uses interviews and personal stories of Vietnam veterans to offer a fundamentally new interpretation of the Vietnam War and the antiwar movement. Although the Vietnam War was the most important conflict of recent American history, its decisive battle was not fought in the jungles of Vietnam, or even in the streets of the United States, but rather in the hearts and minds of American soldiers. To a degree unprecedented in American history, soldiers and veterans acted to oppose the very war they waged. Tens of thousands of soldiers and veterans engaged in desperate conflicts with their superiors and opposed the war through peaceful protest, creating a mass movement of dissident organizations and underground newspapers. Moser shows how the antiwar soldiers lived out the long tradition of the citizen soldier first created in the American Revolution and Civil War. Unlike those great upheavals of the past, the Vietnam War offered no way to fulfill the citizen-soldier's struggle for freedom and justice. How did Civil War soldiers endure the brutal and unpredictable existence of army life during the conflict? This question is at the heart of Peter S. Carmichael's sweeping new study of men at war. Based on close examination of the letters and records left behind by individual soldiers from both the North and the South, Carmichael explores the totality of the Civil War experience--the marching, the fighting, the boredom, the idealism, the exhaustion, the punishments, and the frustrations of being away from families who often faced their own dire circumstances. Carmichael focuses not on what soldiers thought but rather how they thought. In doing so, he reveals how, to the shock of most men, well-established notions of duty or disobedience, morality or immorality, loyalty or disloyalty, and bravery or cowardice were blurred by war.
