Das wilhelminische Kaiserreich war ein Staat des Ubergangs. Presse und Offentlichkeit konnten nicht mehr als Machtfaktoren ignoriert werden, noch aber legitimierten sie die Herrschaft nur partiell. In diesem Spannungsfeld wird erstmals der Gesamtkomplex staatlicher Presse- und Informationspolitik vollstandig aus den Quellen erarbeitet. Dabei zeichnen die Akten, Memoiren und anderen Quellen ein detailliertes Bild staatlichen Lavierens zwischen kurzatmigem Krisenmanagement und langfristig orientierten Reformbemuhungen. Zur Lenkung von Presse und Offentlichkeit nutzte das wilhelminische Deutschland unterschiedliche Mittel, die von Finanzierung und Bestechung bis hin zu Vorformen moderner Offentlichkeitsarbeit reichten. Press freedom plays a significant role in creating public awareness via accurately informing the society. It performs this duty within the framework of respect to diversity of opinions and individual right to self-governance, which is particularly indispensable to liberal democracies. Press freedom is a different form of freedom of expression, which is included in the most fundamental human rights documents such as the UN Universal Declaration of Human Rights, the UN Universal Covenant on Civil and Political Rights, and the European Convention on Human Rights (ECHR). Freedom of expression has been protected under Article 10 of the ECHR. This article draws the boundaries of this right as freedom to hold opinions and impart information and ideas without interference by public authority and regardless of frontiers. The article then instructs the acceptable limits of this freedom. In order for a restriction of freedom of expression be valid, it must be prescribed by law first, and secondly, it must be necessary in a democratic society, and finally it must be only aimed for the listed legitimate causes as specified in this article. Despite the protection of the ECHR Article 10, Turkey has seen frequent interventions on the press due to political pressure and the ownership structure of the media in the country. And consequently, numerous violation judgments have been delivered by the European Court of Human Rights (ECtHR), which will be analyzed in terms the reasons for violations and the cases of legitimate restrictions on press freedom. Additionally, this book will give a detailed trajectory of press freedom in Turkey in the light of court decisions, European Union Progress Reports and statements of press unions.

At the turn of the twentieth century, the United States and Germany emerged as the two most rapidly developing industrial nation-states of the Atlantic world. The elites and intelligentsias of both countries staked out claims to dominance in the twentieth century. In Militarism in a Global Age, Dirk Bonker explores the far-reaching ambitions of naval officers before World War I as they advanced navalism, a particular brand of modern militarism that stressed the paramount importance of sea power as a historical determinant. Aspiring to make their own countries into self-reliant world powers in an age of global empire and commerce, officers viewed the causes of the industrial nation, global influence, elite rule, and naval power as inseparable. Characterized by both transnational exchanges and national competition, the new maritime militarism was technocratic in its impulses; its makers cast themselves as members of a professional elite that served the nation with its expert knowledge of maritime and global affairs. American and German navalist projects differed less in their principal features than in their eventual trajectories. Over time, the pursuits of these projects channeled the two naval elites in different directions as they developed contrasting outlooks on their bids for world power and maritime force. Combining comparative history with transnational and global history, Militarism in a Global Age challenges traditional, exceptionalist assumptions about militarism and national identity in Germany and the United States in its exploration of empire and geopolitics, warfare and military-operational imaginations, state formation and national governance, and expertise and professionalism.

Gesundheitsausstellungen erlebten im Deutschen Reich der ersten Hälfte des 20. Jahrhunderts eine wahre Boomphase. Sie waren die deutschen Versionen der Weltausstellung und zogen bis zum Beginn des Zweiten Weltkriegs ein Millionenpublikum an. Ziel ihrer Veranstalter war es, durch Wissensvermittlung und emotionale Ansprache das gesundheitsrelevante Verhalten der Bevölkerung zu beeinflussen. Dafür versammelten sie eine Vielzahl heterogener Akteure auf den Ausstellungen, deren Bezugspunkt die Gesundheit der deutschen Bevölkerung darstellte. Die Studie untersucht einerseits die Geschichte der Gesundheitsausstellung vom späten Kaiserreich bis zum Nationalsozialismus und beschreibt die Genese, Durchführung und erstmals auch die transnationale Dimension dieser Großexpositionen. Andererseits zeigt sie, welchen Ordnungen der Körper auf den Ausstellungen unterworfen wurde und wie die unterschiedlichen Akteure durch den Bezug auf den Körper Fragen der gesellschaftlichen Inklusion oder Exklusion verhandelten.
