Excerpt from Pressure Politics in New York: A Study of Group Representation Before the Legislature Tenure in public office was never more dependent upon the "consent of the governed" than it is today. As never before, popular support, whether passive or active, is secured and maintained through the clever and skillful manipulation of the forces of public opinion. This is inevitable in a society where revolutionary technological developments in the channels of communication and transportation facilities are taking place on a wide scale. The mass contacts of the radio, the newspaper, and the school particularly, and the "streamlined" transportation progress on land, on sea, and in the air have made intellectual and physical isolation more difficult. Rugged individualism in the interrelated fields of economics and politics may eventually meet the fate of annihilation. The complexity of a machine society makes the economic struggle for the survival of the individual more difficult and necessitates greater governmental intervention and supervision. In the course of these significant changes, the process of government has become a group process in which organized minorities have today become so closely identified with the formal governmental structure itself as to constitute the real center of political and economic power. Students of politics have only in recent years turned their attention to a practical analysis of this problem. While a splendid beginning has been made with significant studies, these studies arc of a fragmentary nature, confined largely to the national arena.
