School shootings are a topic of research in a variety of different disciplines—from psychology, to sociology to criminology, pedagogy, and public health—each with their own set of theories. School shootings represent attacks on our nations' future. A public health approach to gun violence focuses on prevention. Public safety professionals, educators and community leaders are squandering opportunities to prevent horrific acts of extreme violence. Police departments must emphasize strategies that improve performance. Police officers must understand the mission and meaning of "To Protect and Serve" and the consequences of public safety, which often comes at their personal peril. Gun violence in America is a public health epidemic and preventing it requires a collective responsibility.

This book tackles the important question of how we can understand and learn from the school rampage killings that have been prevented. In the flood of recent accounts and analyses of deadly school rampage killings that plague society and inspire widespread public fear, very little attention has been given to the incidents that almost were. Building on Madfis’ previous book, The Risk of School Rampage: Assessing and Preventing Threats of School Violence (2014), this vital work addresses key gaps in school violence scholarship through the examination of averted school rampage incidents in the United States and advances existing knowledge through ground-breaking insights from the latest research on mass murder, violence prevention, bystander intervention, disciplinary policy, and threat assessment in school contexts. This empirical study utilizes in-depth interviews conducted with school and police officials (administrators, counselors, security guards, police officers, and teachers) directly involved in averting potential school rampages to explore the processes by which threats are assessed and school rampage plots are thwarted. Madfis finds that many common contemporary school violence prevention policies and practices are ineffective at preventing rampage attacks and may actually increase the likelihood of their occurrence. Rather than uncritically adopting such problematic approaches, Madfis argues that schools must model prevention practices upon what has proven successful in averting potentially deadly incidents.

School violence has increased dramatically over the last decade. There have been many school shootings since the devastating mass shooting at Sandy Hook Elementary School in 2012. Following each of these, there has been much national debate about gun control laws and mental health funding. While political stakeholders have been in a stalemate over these important issues, schools must develop better solutions for stopping school shootings. This dissertation discussed whether there is a clear profile for a school shooter, which emergency plans are practiced at a school in Massachusetts, and where the responsibility of resolving a school shooting falls. This dissertation addressed the problem of practice through a case study using the emergency management cycle (EMC), focusing on prevention, preparedness, and response from a school staff level. This case study focused on the following research questions: (a) Is it possible to profile and anticipate school shooters in order to prevent shootings? (b) What are the emergency protocols in place at the middle school in Massachusetts that is the focus of this study, and how can they be strengthened? and (c) What is the role of faculty and staff in the resolution of an active shooter situation? The researcher answered these questions through research as well as interviewing a multi-disciplinary selection of faculty and staff at a school in Massachusetts. Participants' responses helped inform violence prevention, preparedness, and response training.
