In the aftermath of disruptive electoral and political developments such as the Brexit referendum and the election of Donald Trump, six important European countries went to the polls between 2017 and 2018. This book presents the results of the Issue Competition Comparative Project (ICCP), which analysed these six elections through a focus on post-ideological issue competition, leveraging a fresh theoretical perspective –and innovative data collection and analysis methods– emerging from issue yield theory. The contributors to this volume cast a new light on electoral developments that have affected Western Europe in recent years, pointing to the key distinction between problem solvers (parties and leaders that leverage their technocratic competence, and present a consensual, win-win view of contemporary transformations) and conflict mobilizers (that instead invest on the mobilization of conflict emerging from these transformations), as well as to the ability of some actors to mobilize voters across traditional ideological boundaries. In this light, parties commonly identified as "populist" simply emerge distinctively as cross-ideological conflict mobilizers; but mainstream parties appear vital and competitive as well, when they properly identify and leverage their issue advantages. Thus, the fate of democracy in Western Europe does not appear doomed to a triumph of populist appeals, but rather openly depending on the ability of political parties to leverage issue opportunities that emerge from societal demands and needs. The chapters in this book were originally published as a special issue of West European Politics.

Presidents have long invoked electoral mandates to justify the use of executive power. In Delivering the People’s Message, Julia R. Azari draws on an original dataset of more than 1,500 presidential communications, as well as primary documents from six presidential libraries, to systematically examine choices made by presidents ranging from Herbert Hoover in 1928 to Barack Obama during his 2008 election. Azari argues that Ronald Reagan’s election in 1980 marked a shift from the modern presidency formed by Franklin Delano Roosevelt to what she identifies as a more partisan era for the presidency. This partisan model is a form of governance in which the president appears to require a popular mandate in order to manage unruly and deeply contrary elements within his own party and succeed in the face of staunch resistance from the opposition party. Azari finds that when the presidency enjoys high public esteem and party polarization is low, mandate rhetoric is less frequent and employs broad themes. By contrast, presidents turn to mandate rhetoric when the office loses legitimacy, as in the wake of Watergate and Vietnam and during periods of intense polarization. In the twenty-first century, these two factors have converged. As a result, presidents rely on mandate rhetoric to defend their choices to supporters and critics alike, simultaneously creating unrealistic expectations about the electoral promises they will be able to fulfill.

Comparative Politics is a series for students and teachers of political science that deals with contemporary issues in comparative government and politics. The series is published in association with the European Consortium for Political Research. Today, parliamentarism is the most common form of democratic government. Yet knowledge of this regime type has been incomplete and often unsystematic. Delegation and Accountability in Parliamentary Democracies offers new conceptual clarity on the topic. This book argues that representative democracies can be understood as chains of delegation and accountability between citizens and politicians. Under parliamentary democracy, this chain of delegation is simple but also long and indirect. Principal-agent theory helps us to understand the perils of democratic delegation, which include the problems of adverse selection and moral hazard. Citizens in democratic states, therefore, need institutional mechanisms by which they can control their representatives. The most important such control mechanisms are on the one hand political parties and on the other external constraints such as courts, central banks, referendums, and supranational institutions such as those of the European Union. Traditionally, parliamentary democracies have relied heavily on political parties and presidential systems more on external constraints. This new empirical investigation includes all seventeen West European parliamentary democracies. These countries are compared in a series of cross-national tables and figures, and seventeen country chapters provide a wealth of information on four discrete stages in the delegation process: delegation from voters to parliamentary representatives, delegation from parliament to the prime minister and cabinet, delegation within the cabinet, and delegation from cabinet ministers to civil servants. Each chapter illustrates how political parties serve as bonding instruments which align incentives and permit citizen control of the policy process. This is complemented by a consideration of external constraints. The concluding chapters go on to consider how well the problems of delegation and accountability are solved in these countries. They show that political systems with cohesive and competitive parties and strong mechanisms of external constraint solve their democratic agency problems better than countries with weaker control mechanisms. But in many countries political parties are now weakening, and parliamentary systems face new democratic challenges. Delegation and Accountability in Parliamentary Democracies provides an unprecedented guide to contemporary European parliamentary democracies. As democratic governance is transformed at the dawn of the twenty-first century, it illustrates the important challenges faced by the parliamentary democracies of Western Europe.

At the root of America’s broken politics is hyperbolic partisanship. It distorts perceptions, inflames disagreements, and poisons the democratic process. Citizens pine for a time when liberals and conservatives compromised with one another—or they yearn for a post-partisan future when the common good trumps ideology and self-interest. Russell Muirhead argues that better partisanship, not less partisanship, is the solution to America’s political predicament. Instead of striving to overcome our differences, we should learn how to engage them. The political conflicts that provide fodder for cable news shows are not simply manufactured from thin air. However sensationalized they become in the retelling, they originate in authentic disagreements over what constitutes the common welfare. Republicans vest responsibility in each citizen for dealing with bad decisions and bad luck, and want every individual and family to enjoy the benefits of good decisions and good luck. Democrats ask citizens to stand together to insure one another against the worst consequences of misfortune or poor judgment, and especially to insure children against some of the consequences of their parents’ bad decisions or lack of opportunities. These are fundamental differences that fantasies of bipartisan consensus cannot dissolve. Disagreement without parties is disempowering, Muirhead says. The remedy is not for citizens and elected officials to learn to “just get along” but for them to bring a skeptical sensibility even to their own convictions, and to learn to disagree as partisans and govern through compromise despite those disagreements.
