En este libro se presentan las principales ideas, objetivos y metodolog�a de un programa de concientizaci�n ambiental realizado en Venezuela en el a�o 1997-1998 en cuatro municipios pilotos. La pregunta central que se hizo en aquella �poca, de loa que deriva este programa fue �c�mo integrar a la gesti�n local el tema ambiental? Su respuesta dio luz a un enfoque profundo que en su realizaci�n se denomin� Programa de Concientizaci�n Ambiental (PCA). La idea predominante fue que, no obstante los esfuerzos desplegados por muchas organizaciones, persist�a en el pa�s una manifiesta situaci�n de deterioro ambiental, especialmente porque en su an�lisis inicial se desconoc�an sus caracter�sticas, su magnitud, su importancia y su efecto en la poblaci�n y en el desarrollo del pa�s. Tambi�n hab�a un desconocimiento sobre la forma en que la sociedad percib�a dichos problemas. El objetivo central de este Programa fue el de efectuar una extensiva concientizaci�n en materia ambiental a las autoridades de las alcald�as, entes gubernamentales del municipio y a representantes de la comunidad, con el fin de que ellos se dedicaran, a su vez, a multiplicar este proceso, a apoyar a las comunidades en acciones concretas de conservaci�n ambiental y se mitigaran los problemas. Sus objetivos espec�ficos se enfocaron a dilucidar esta problem�tica, desde la perspectiva de tres variables principales: los problemas ambientales sentidos, la gesti�n de los mismos y el proceso de su concientizaci�n, todos a nivel de municipio, para lo cual se cre� una metodolog�a espec�fica que incorporara estas variables en su realizaci�n..
