In November 1991, WHO's Adolescent Health Programme and the International Youth Foundation cosponsored a meeting on adolescent health and development. Specifically, participants identified principles of adolescent programs that ensure success. These principles included comprehensiveness, commitment, youth participation, and other significant considerations (e.g., training, interpersonal communication, and government's role). This meeting was perhaps the first systematic attempt to collect and distribute information on effective activities worldwide. It concentrated on programs that address overall development, psychosocial development, sexual and reproductive health, specific problem behaviors, and specific disadvantages youth must overcome. These programs provided information, education, mass media outreach, training in interpersonal and vocational skills, physical and mental health services, sports, and recreation. Participants agreed that program evaluation are needed, but often relegated them low priority because they are costly and staff tend to be unfamiliar with methodologies. They discussed the ingredients for effective replication of successful programs. Some other issues were funding problems, knowledge and experience exchange about youth programming, and technical assistance. The meeting report provides details on the following youth programs: Projecto VIDA (drug abuse prevention) in Portugal, Servol Adolescent Development Programme (building self-esteem and self-confidence) in Trinidad and Tobago, Cellblock Youth Health Centre (homeless and other high-risk adolescents) in Australia, and Youth Advisory Services (responsible reproductive health behavior) in Zimbabwe.
