The focus on the war in Afghanistan has prevented the United States from developing a South Asia strategy rooted in the relative strategic importance of the nations in the region. India, a stable democracy enjoying rapid growth, clearly has the most potential as a strategic partner. Pakistan, as the home of al Qaeda leadership and over 60 nuclear weapons, is the greatest threat to regional stability and growth. Yet Afghanistan absorbs the vast majority of U.S. effort in the region. The United States needs to develop a genuine regional strategy. This paper argues that making the economic growth and social reform essential to the stability of Pakistan a higher priority than the conflict in Afghanistan is a core requirement of such a strategy.

This book undertakes an in-depth examination of the dynamics of commitment in U.S.-Southeast Asia strategy. Drawing on cases including the U.S. withdrawal from Vietnam and Washington’s pivot to Asia amid China’s growing regional role, it constructs an original balance of commitment model to explain continuity and change in U.S.-Southeast Asia policy. Balance of commitment goes beyond balance of power approaches to explains how translating Southeast Asia’s importance in U.S. thinking into actual commitments has proven challenging for policymakers as it requires simultaneously calibrating adjustments to power shifts, threat perceptions and resource extraction. The book applies the balance of commitment approach to several practical case studies, based on hundreds of conversations with policymakers and experts in the United States and Southeast Asia, personal experiences across nearly two decades and primary and secondary source material across a half-century. The findings suggest that the challenges of U.S. commitment to the region are rooted not simply in differences between administrations or divergences in outlook between Washington and regional capitals, but tough balancing acts for U.S. policymakers in domestic politics and wider foreign policy. As such, shaping U.S. strategy in Southeast Asia and calibrating and sustaining commitment requires not just appreciating Southeast Asia’s significance, but committing to the region in ways that manage structural aspects of U.S. thinking, capabilities and resourcing.

The paradox of U.S. involvement in Southeast Asia The Obama administration's pivot-to-Asia policy establishes an important place for Southeast Asia in U.S. foreign policy. But Washington's attention to the region has fluctuated dramatically, from the intense intervention of the cold war era to near neglect in more recent years. As a consequence, countries in Southeast Asia worry that the United States once again will become distracted by other problems and disengage from the region. This book written by an astute observer of the region and U.S. policy casts light on the sources of these anxieties. A main consideration is that it still is not clear how Southeast Asia fits into U.S. strategy for Asia and the broader world. Is the region central to U.S. policymaking, or an afterthought? Chinese behavior in Southeast Asia and the growth of Chinese military capabilities have aroused apprehension among countries of the Association of Southeast Asian Nations (ASEAN). This study examines the implications of a rising China for U.S. security strategy and defense planning in Southeast Asia. In particular, it addresses the following questions: what role are the ASEAN states likely to play in developing a hedge against the possible emergence of an overtly aggressive China? If China emerges as a hostile competitor, are the ASEAN states likely to contribute to a United States-led effort to deter or oppose a Chinese challenge to regional security? What is the most effective strategy for pursuing cooperative military arrangements with the ASEAN states?
